China’s ambassador to the UN, Chen Xu, said Beijing is against the meeting, calling it “microphone diplomacy”.
He calls for “quiet diplomacy”.
Efforts are underway to block the vote, he confirms.

France’s ambassador to the UN, Nicolas de Rivière, just told reporters outside the Security Council room that he thinks the debate will go ahead.
That suggests he believes Russia will not have enough votes to block the meeting, which it might attempt to do.
