Mr Stoltenberg also said he was concerned Russia may be trying to engineer a pretext for an invasion of Ukraine.
His comments came as Ukrainian officials accused Russia-backed separatists in Donbas of shelling a village in the Ukraine-controlled area.

Earlier, Russia-backed separatists in the Donbas region claimed the Ukrainian military started shelling a number of settlements.
UK Prime Minister Boris Johnson described the attack as a “false flag operation designed to discredit the Ukrainians, designed to create a pretext, a spurious provocation for Russian action”.
He said a Russian invasion would result in a “bloody and protracted conflict in which, I’m afraid, there will be many casualties and including many Russian casualties”
