The Ukrainian Armed Forces closed the airport and airspace in Kharkov and the Dnieper for the use of anti-aircraft fire in order to “deter invaders”.

This is exactly what NOTAM says.

Russian forces have formed a 12-kilometer queue towards the Ukrainian border and the entrance leading to Kharkov. In Donetsk communications are dead.

The Ukrainian Foreign Minister calls for an emergency convening of the UN Security Council to activate the Russia-Donetsk / Lugansk Defense Treaty.

Specifically with NOTAM No. A0572 / 22 Ukraine closes FL165 over Kharkov airspace for “interceptions” up to 16,500 feet

The Kharkiv airport was also closed and the Dnepropetrovsk airport in the Dnieper, eastern Ukraine, was closed shortly afterwards.
