There are many legal and political reasons why Turkey is unlikely to respond to the Russian invasion by closing the Bosphorus and Dardanelles that provide access to the Black Sea.

Omer Celik, a spokesman for Turkey’s ruling AKP, appeared to be downplaying Ukraine’s proposals to close the Straits.

“Turkey will use its power to establish peace. “Every request from different states is judged on the basis of their advantages and criteria,” he said of the Ukrainian request.

The Montreux Convention, signed by Turkey, the United Kingdom, the Soviet Union and six other states in 1936, clearly allows Black Sea warships to cross the Straits without intervention. The contract only limits the time and size of the ships.

“Article 19 of the convention is quite clear ,” said Mesut Akgun, a professor of international relations at Istanbul University of Culture.

“If Turkey is not at war, it must allow the passage of warships.”
