The Russian government supplements the law with the article on “Ensuring the conduct of anti-terrorist and other operations by the Armed Forces of the Russian Federation, other troops, military formations and bodies outside the territory of the Russian Federation “.
The explanatory note states that this includes, among other things, a “special military operation in the territories of Lugansk, Donetsk and Ukraine”.

3. establishment of specifics and legal regulation of labor relations in individual organizations, including the procedure and conditions for engaging in work “outside the specified working hours”, at night, on weekends and non-working holidays, providing annual paid holidays.
4. supplier’s obligation to fulfill the state defense mandate and stockpiling.
5. holding events (without specifying details);
The draft Law states:
“If the Government of the Russian Federation takes a decision provided for in paragraph 1 of this article, legal entities, regardless of their organizational and legal form and form of ownership, are not entitled to refuse to enter into contracts, state contracts for the supply of goods, the execution of tasks, the provision of services to ensure the conduct of anti-terrorist and other operations outside the territory of the Russian Federation by the Armed Forces of the Russian Federation, other troops, military formations and bodies.”
The amendments concern the provision of services under the laws “On procurement of goods, works, services by certain types of legal entities”, “On state defense” and “On the system of contracts in the field of procurement of goods, works, services to cover state and municipal needs”.
