Iowa has detected its first outbreak of a deadly disease that infects rabbits and for which there is no vaccine or known cure, the Iowa Department of Agriculture reported Monday.

A department news release said Rabbit Hemorrhagic Disease Virus 2, referred to as RHDV2, had been confirmed in Story County. It did not specify where, but department spokesperson Don McDowell said the rabbits were domestic and not part of a commercial herd.

The news release said none of the affected rabbits had recently traveled to exhibitions or fairs.

Though lethal to rabbits, the disease does not affect humans or livestock, the department and the American Veterinary Medical Association said.

According to the Cornell Wildlife Health Lab at Cornell University, the disease was first detected in 1984 in domestic European rabbits imported from Germany and China. RHDV2, a new strain, was first detected in France in 2010, the lab said. It is far more infectious to North American wild rabbit species, where it was first detected in 2020, the veterinary association said.

The Cornell lab said there have RHDV2 outbreak in both domestic and wild rabbits in New Mexico, Arizona, Texas, Colorado, Nevada, California, Utah and Mexico.

In its most acute form, the disease can kill rabbits within 12 to 36 hours of the appearance of symptoms, which can include bleeding from mouth, nose or rectum, fever and difficulty breathing, the vet association said.

The agriculture department asked that any rabbit owner who detects a suspected infection contact a veterinarian, and that vets who encounter suspected cases contact the department.

Iowa in 2022 also has experienced a bird flu outbreak. The state leads the nation in egg production and the outbreak resulted in the destruction of millions of chickens and tens of thousands of commercial turkeys..

On Tuesday, Europe faced a worsening supply crunch after Russian energy giant Gazprom PSJC informed French utility Engie SA that natural gas supplies would immediately be reduced because of contract disagreements, reported Financial Times.

Engie said Gazprom notified it of “a reduction in gas deliveries, starting today, due to a disagreement between the parties on the application of some contracts.”

Gazprom’s reductions in NatGas over retaliation for sanctions related to its invasion of Ukraine have primarily targeted Germany and eastern Europe but now appear to extend to France. The continent is facing the worst energy crisis in half a century, sending prices of NatGas to record highs on supply shortage concerns ahead of the winter season.

French Energy Transition Minister Agnes Pannier-Runacher spoke with France Inter radio about the NatGas curbs to Engie, who warned: “We’re getting ready for the worst-case scenario, which is a complete cut-off.” She said Moscow is using NatGas as a weapon of war.

Engie’s deliveries of Russian NatGas averaged in the 17% range but have since slumped to only 4% in recent months.

The good news is the utility announced it “had already secured the volumes necessary to meet its commitments towards its customers and its own requirements, and put in place several measures to significantly reduce any direct financial and physical impacts that could result from an interruption to gas supplies by Gazprom.”

The announcement follows the EU’s announcement on Monday to prepare emergency measures to reduce the price of electricity by separating it from soaring NatGas prices.

European Commission president Ursula von der Leyen said Brussels was developing an “emergency intervention” and structural reforms to address elevated electricity prices.

“Currently, gas dominates the price of the electricity market . . . with these exorbitant prices, we’ll have to decouple.

“We’ll have to ensure renewable energies are generated at lower costs, that those costs are transferred to consumers and windfall profits used to help vulnerable households. We need an emergency instrument which would be triggered very quickly, in weeks perhaps,” von der Leyen said.

Europe’s energy crisis deteriorated in August as the price of NatGas soared, rising more than $500 a barrel of oil equivalent last week. EU NatGas prices Tuesday morning are around 257 euros per megawatt-hour.

France’s power situation has become direr due to the shutdowns of nuclear power plants. The country generates around 70% of its electricity needs from a fleet of 56 reactors, though 32 are offline for routine maintenance or corrosion risks. Less nuclear power has led the country to increase electricity imports from neighboring countries or become even more reliant on other power generation sources.

Engie Executive Vice President Claire Waysand outlined France does have a buffer with NatGas storage facilities around 90% filled. Across the EU, the figure is about 79.4% as of Aug. 27, compared with the target of 80% by the start of November.

Waysand also said the utility is holding discussions with Algeria’s Sonatrach as a move away from Russian supplies. Any new contract with the North African nation wouldn’t be finalized until after this winter.

Europe is betting Norway could be their saving grace as the Scandinavian country surpasses Russia as the top supplier of NatGas to the energy-stricken continent. EU’s move to diversify NatGas supplies away from Gazprom isn’t an overnight process and could result in several dark and cold winters.

Already dealing with flooded streets, residents of rain-battered Jackson, Mississippi, are now contending with little or no water pressure in their homes after the city’s main water treatment facility failed Monday, leaving them without enough water to flush toilets or fight fires, Gov. Tate Reeves said.

The governor said he will declare a state of emergency for the state’s largest city and state authorities are scrambling to begin distributing water to 180,000 residents. The city’s troubled water system has been plagued with issues for years. In February 2021, a winter storm shut down Jackson’s entire water system, leaving tens of thousands of residents without water for a month amid the Covid-19 pandemic.

On Monday evening — as Jackson residents were dealing with record-setting rain that resulted in the Pearl River cresting at a dangerously high level — Reeves announced the city is failing to produce running water. “It means we do not have reliable running water at scale. It means the city cannot produce enough water to fight fires, to reliably flush toilets and to meet other critical needs,” Reeves said.

As a result, officials announced all Jackson public schools will shift to virtual learning Tuesday. The water pressure issue is on top of a boil water notice in place for the past month due to a water quality problem. Authorities said the water is not safe to drink or use while brushing teeth.

“Please stay safe. Do not drink the water. In too many cases, it is raw water from the reservoir being pushed through the pipes,” Reeves told Jackson residents. “Be smart, protect yourself, protect your family.” Residents are being told to conserve the water resources they do have and boil any water they use for three minutes.

The state is expected to call in the national guard to help distribute drinking and non-drinking water as crews work to get the water treatment plant back online, state officials said. “Replacing our largest city’s infrastructure of running water with human distribution is a massively complicated logistical task,” Reeves said. “We need to provide it for up to 180,000 people for an unknown period of time.”

Three potential hurricanes could hit the United States in September after only the third hurricane-free August in 60 years. The nearest storm as of Monday was described by the National Hurricane Center as being in the Central Tropical Atlantic, and they estimate the chance of it becoming a hurricane within five days at 80 percent.

Two more follow: one 600 miles east of Bermuda as of 2 pm EDT on Monday, given a 10 percent chance of becoming a hurricane, and the third off the west coast of Africa, given a 30 percent chance of strengthening to a hurricane in the next five days. A fourth storm is being monitored, heading towards Mexico’s Yucatan Peninsula, but is not expected to hit the U.S. The last named storm to hit the U.S. was Tropical Storm Colin, which landed in the Carolinas on July 2.

This time last year, the U.S. had endured Tropical Storm Fred, which hit Florida on August 16 and spawned 31 tornadoes from Georgia to Massachusetts, and Hurricane Henri, which slammed into New England on August 22, flooding large swathes of the coast

On August 29, 2021, Hurricane Ida made landfall near Port Fourchon, Louisiana, with sustained winds of 150 mph – tying the state record for the strongest landfall speeds felt with the 1856 Last Island hurricane and Hurricane Laura of 2020.

Philip Klotzbach, a hurricane researcher at Colorado State University, noted that it is the first time since 1982 that there has not been a single named storm anywhere in the Atlantic between July 3 and the penultimate week of August. The phenomena has happened five other times since 1950, making a quiet stretch this long leading up to peak season a roughly once-a-decade event.

Accuweather senior meteorologist Dan Pydynowski told USA Today it was still possible that August would have a named storm. ‘Will we get through the end of the day Wednesday (without a named storm)? It’s probably going to be a close call,’ Pydynowski said.

Accuweather’s forecast predicts 16 named storms this season: two above the average, but five fewer than in 2021. The National Oceanic and Atmospheric Administration predict six to 10 Atlantic hurricanes compared with the norm of seven, and they can come quickly in September when ocean water is at its warmest. ‘You don’t want people to let their guard down,’ said Pydynowski. ‘Just because we haven’t had any storms yet doesn’t mean we won’t.

‘And it’s not necessarily the number of storms that counts. ‘It’s: does the storm hit the U.S., and if it does, what is the intensity when it does so?’ It comes as Mississippi Governor Tate Reeves said he is declaring a state of emergency after excessive rainfall exacerbated problems in one of Jackson’s water-treatment plants and caused low water pressure in the capital.

The low pressure raised concerns about firefighting and about people’s ability to take showers or flush toilets. Reeves said that on Tuesday, the Mississippi Emergency Management Agency will start distributing both drinking water and non-potable water in the city of 150,000 residents, and the National Guard will be called in to help.

The governor said he understands people in Jackson do not want to have water system problems. ‘I get it. I live in the city. It’s not news that I want to hear,’ Reeves said. ‘But we are going to be there for you.’ A swollen Pearl River flooded streets and at least one home in Jackson on Monday, days after storms dumped heavy rain, but water levels were starting to recede.

Jackson Mayor Chokwe Antar Lumumba said the water did not rise as high as expected. Earlier projections showed about 100 to 150 buildings in the Jackson area faced the possibility of flooding. ‘We thank the Lord most of all for sparing so many of our residents,’ Lumumba said Monday, hours before the governor spoke about the water system. As its next move in the fast-developing challenge of Chinese drone incursions, the Taiwanese military has reportedly confirmed that it will, in the future, shoot down unmanned aerial vehicles that don’t respond to its warnings.

The move comes after authorities on the self-governing island said they would deploy undisclosed domestically developed drone defense systems across its territory, which followed a highly public encounter between a Chinese drone and two Taiwanese soldiers, as you can read about more here .

According to a report from Taiwan News , Taiwan’s Ministry of National Defense yesterday announced that its forces would “shoot down intruding Chinese drones that fail to heed warnings.” Exactly what type of drone defense system is planned to be used in such scenarios is unclear, although The War Zone has already looked at some of the possible candidates .

What we do know is that the rules of engagement, as described, call for the Taiwanese military to act against drones in its airspace only after they ignore other measures to “drive away” the unmanned aerial vehicles. These include “sounding whistles, broadcasting radio warnings, and firing signal flares.” The last of these is something that Taiwan has done on a fairly regular basis since the current wave of drone incursions began in July. As for the other two, it’s highly questionable if these would have any kind of effect on the small, likely commercially available drone types that seem to have been encountered over Taiwan’s outlying islands. It is unlikely that UAVs of this type would be transmitting live audio let alone be equipped with radios able to transmit and receive voice communications.

It should also be noted that while the Ministry of National Defense reportedly mentioned shooting down the rogue drones, this may well not involve using a gun or missile, or even a net-based system to capture it. A range of other non-kinetic options are available that could similarly disable a UAV and cause it to crash.

Days of pro-Muqtada Sadr protests and unrest have reportedly resulted in Baghdad’s high secure Green Zone being breached Monday, placing international diplomatic missions and foreign embassies under threat.

AFP is reporting that an exchange of gunfire has been observed as dozens or possibly hundreds of supporters riot, with police using riot control measures like water cannons to repel an attack on the Green Zone. There are unconfirmed reports that the sprawling and iconic Iraqi Republican Palace has been forcibly breached with protesters inside.

The fresh unrest appears to be in response to Sadr being pressured to exit politics, with the influential Shia cleric tweeting earlier in the day, “Earlier I decided that I would not interfere in political affairs. And now I announce my final retirement (from politics) and the closure of all institutions (belonging to the Sadr movement).”

The past months have witness periodic unrest as Shia factions struggle to form a government, which has also resulted in sporadic violence amid gridlock in parliament. Against this backdrop, for the last two years pro-Iran militia groups have launched occasional rocket attacks on US bases and even at times the heavily fortified American embassy. Sadr’s supporters believe there’s a conspiracy against him.

Though as yet unconfirmed from the US side, there are widespread reports that the United States Embassy which is located inside the Green Zone is currently being evacuated.

Convoys of international vehicles have also been seen speeding from the areas of unrest, exiting the confines of the Green Zone.

One-third of Pakistan has been completely submerged by historic flooding, its climate minister says. Devastating flash floods have washed away roads, homes, and crops – leaving a trail of deadly havoc across Pakistan.

“It’s all one big ocean, there’s no dry land to pump the water out,” Sherry Rehman told AFP, adding it had created a “crisis of unimaginable proportions.” At least 1,136 people have died since the monsoon season began in June, according to officials.

The summer rain is the heaviest recorded in a decade and is blamed by the government on climate change. Of those who are known to have died, 75 were in the past 24 hours alone, officials said on Monday, adding that the death toll is expected to rise.

Speaking to the BBC, Pakistan’s Foreign Minister Bilawal Bhutto-Zardari said one-third of those killed are believed to be children. “We’re still coming to grips with the extent of the damage,” he added. Officials estimate that more than 33-million Pakistanis – one in seven people – have been affected by the historic flooding.

Heavy waters in the country’s northern Swat Valley have swept away bridges and roads, cutting off entire villages. Thousands of people living in the mountainous area have been ordered to evacuate – but even with the help of helicopters, authorities are still struggling to reach those who are trapped.

“Village after village has been wiped out. Millions of houses have been destroyed,” Prime Minister Shehbaz Sharif said on Sunday after flying over the area in a helicopter. Those who managed to escape have been crowded into one of many makeshift camps across the country.

“Living here is miserable. Our self-respect is at stake,” flood victim Fazal Malik told AFP from a school that was being used to home some 2,500 evacuees in the north-western Khyber Pakhtunkhwa province. Provinces like Sindh and Balochistan are the worst affected but mountainous regions in Khyber Pakhtunkhwa have also been badly hit.

Britain is preparing to station combat aircraft in civilian airports for the first time since World War II in response to the Ukraine conflict.

The dispersing of planes across the country will allegedly help the Royal Air Force’s rapid-response units survive attacks on their bases.

The Agile Combat Employment (ACE) scheme was initially intended for potential hotspots overseas, such as the Indo-Pacific, the Middle East, and Eastern Europe.

A trial next month will have Eurofighter Typhoon and F-35 jet fighters based in Norfolk, Lincolnshire, and Scotland “scattered in small groups and based discreetly” in several regional airports with suitable runways.
