The UK’s financial support for Ukraine’s military will run dry by the end of the year, a Defense Ministry source has told the Sunday Times. London has already given Kiev more than £2.3 billion ($2.7 billion) in military aid, but whoever leads the country next will have to deal with strained public finances and declining public enthusiasm for a protracted conflict.

British Prime Minister Boris Johnson visited Kiev last week, where he announced a new package of military aid to Ukraine worth £54 million ($63 million), on top of the £2.3 billion committed by the UK since Russia’s military operation began in February. Johnson promised to support Kiev’s military for “however long it takes,” and his likely successor, Foreign Secretary Liz Truss, is known for her even more hawkish stance toward Russia.

“The reality, as one Ministry of Defence source acknowledged, is that the UK’s financial contribution to the war effort will have dried up by the end of the year,” the Sunday Times article noted.

“This means that the new prime minister will very soon face the question of whether to commit billions of pounds of additional support at a time when the public finances are under intense strain.”

Another wake-up call just in time for Elul.

Wall Street is reeling. The Dow Jones industrial average fell 1089 points in just a few hours one morning this week (Aug 2015), setting the worst intraday drop in its history. Concern is spreading across global markets and fear is the prevailing mood of investors. The bull market doesn’t seem to be in sight anymore and the gurus of Wall Street try to maintain their optimism even as they weep over their unexpected losses.

What happened? For those of us who take the lessons of the Torah seriously we recognize that God long ago warned us of precisely this kind of economic distress, offering wisdom especially relevant as we prepare for the forthcoming High Holy Days.

It was a story we surely all remember from the Bible:

And Joseph said unto Pharaoh: The dream of Pharaoh is one; what God is about to do He has declared unto Pharaoh. The seven good cows are seven years and the seven good stalks are seven years. The dream is one. And the seven lean and ill-favored cows that came up after them are seven years, and also the seven empty stalks blasted with the east wind, they shall be seven years of famine . . . behold, there comes seven years of plenty throughout all the land of Egypt. And there shall arise after them seven years of famine, and all the plenty shall be forgotten in the land of Egypt (Genesis 41:25-30).

Joseph taught Pharaoh a startling new idea that had previously never been recognized. There is an economic cycle that constantly repeats itself, taking us from prosperity to poverty, only to replicate the pattern over and over again. The gist of Joseph’s advice, which saved Egypt’s economy and allowed it to become a world power, was simple: Prepare in the good times for the bad times that will surely follow.

Fast forward to 1929. While the poor had sunk their savings into a market they were assured could only go up, American statistician, business forecaster, and author Roger Babson warned in September of that year: “Fair weather cannot always continue. The economic cycle is in progress today, as it was in the past. The Federal Reserve System has put the banks in a strong position, but it has not changed human nature. More people are borrowing and speculating today more than ever in our history. Sooner or later a crash is coming and it may be terrific.”

What is even more incredible, some economists pointed out, is that the duration of financial cycles also correlates to biblical laws:

At the end of every seven years, you shall grant a release of debts. And this is the form of the release: Every creditor who has lent anything to his neighbor shall release it (Deuteronomy 15:1-2).

And you shall count . . . seven times seven years . . . forty-nine years. Then you shall cause the trumpet of the Jubilee to sound on the tenth day of the seventh month; on the Day of Atonement (Yom Kippur), you shall make the trumpet to sound throughout all your land. For the fiftieth year shall be holy, a time to proclaim liberty throughout the land to all enslaved debtors and a time for canceling of all public and private debts. It shall be a year when all the family estates sold to others shall be returned to the original owners for their heirs (Leviticus 25:8-10).

Just as Joseph spoke of seven good years followed by seven lean years, economic history seems to indicate a general pattern of recessions every seven to eight years with a major depression approximately every fifty years. The cancellation of short-term debt after seven years and the return of land every fifty years may perhaps be the Bible’s way of helping all those hurt by the consequences of inevitable economic cycles.

Why in Autumn?

James Dale Davidson and Sir William Rees-Mogg, financial advisors and authors of Blood in the Streets, are intrigued by yet another aspect of timing apparent in economic cycles. They write:

Even more mysterious is the strange tendency for major crashes to occur in the autumn. For example, September 18, 1873; October 29, 1929; October 6, 1932; October 18, 1937; October 19, 1987; and October 13, 1989. Each of these dramatic results, among the largest drops ever recorded, occurred in the fall. The old view would be to argue that this is only coincidence, which of course is possible. Most likely some factor we do not now understand increases the vulnerability to sell-offs in the fall.

What could there possibly be in that time period which from a divine perspective makes it so susceptible to terrible downfalls? Allow me to suggest a possible answer: On the Jewish calendar, these dates always coincide with the period of the High Holy Days, biblically designated as the time of Heavenly Judgment.

It isn’t quite September yet. We’re still in August but on the Hebrew calendar we are already in Elul – the month designated for introspection, for soul-searching, and for repentance in every area of our lives. Money, too, requires our attention. How we spend it, how much we allow it to influence us, for good or for bad, how much we permit it to define our concerns and to affect our character. The message on our coins is “in God we trust,” but all too often the message of our lives is that it is wealth we worship.

I believe that it is precisely now, in these days with such special spiritual meaning, that Wall Street urges us to remember that our financial well-being is ultimately in the hands of God, and the best way to ensure blessings from above is to be guided by the wisdom of the Torah.

Michigan governor declares fuel emergency after Indiana refinery fire

The U.S. Department of Transportation has declared a regional emergency for Illinois, Indiana, Michigan, and Wisconsin after a fire shut down the BP oil refinery in Whiting, Ind., the largest in the Midwest, though there hasn’t been an impact on gas prices so far.

I believe 25% of the fuel for Michigan comes from that facility, this could really make things interesting.

The fire took place in the refinery’s power house and led to a loss of cooling water that could potentially damage equipment, according to Bloomberg, but the extent of the problems are reportedly limited to a small area of the facility, and no injuries were reported.

The shutdown comes at an inopportune time, just ahead of the harvest in much of the Midwest, and U.S. gasoline supplies are at their lowest August levels since 2015, according to the Energy Information Agency.

The Whiting refinery is a major storage place for crude oil used to make gasoline, and its supplies could be moved to Cushing, Oklahoma, in the event of a long-term closure, according to Bloomberg.

Greece targets Turkish jets – media

Russian-made S-300 air defense systems caught Ankara’s F-16s in their crosshairs over the Mediterranean, CNN Turk reports

Greek air defense systems placed a radar lock on Turkish aircraft that were flying a reconnaissance mission, in a move that NATO rules describe as “a hostile act,” CNN Turk reported on Sunday citing its sources in the Turkish defense ministry.

According to the outlet, Turkish F-16 jets were conducting an operation in the Aegean Sea and Eastern Mediterranean in international airspace on August 23 when they were locked-on by a Russian-made S-300 air defense complex stationed on the island of Crete. The Turkish jets apparently picked up that they were in the crosshairs of a weapon as they flew at an altitude of 3,000 meters and to the west of the island of Rhodes.

Greek media denounced the Turkish mission as “provocation,” arguing that Ankara was trying to reveal the S-300 position on Crete.

While the aircraft completed their mission and returned safely to their bases, such actions are considered “hostile” under NATO rules of engagement, CNN Turk noted. It described the incident as “incompatible with the spirit of the alliance,” given that both Turkey and Greece are members of the military alliance.

The latest allegation comes after Greek F-16 jets “harassed” Turkish planes in the same region on Thursday by locking their radars on the targets, according to reports. A similar incident reportedly happened over the Eastern Mediterranean on Tuesday, with the Greek military attaché being summoned to the Turkish Ministry of National Defense.

“Greece continues to persistently target NATO missions to increase tensions,” and the latest incident proved that Athens had planned the move in advance, Daily Sabah’s sources in the ministry claimed at the time.

Turkey and Greece have been balancing on the brink of conflict since 1996 over two islands in the Eastern Mediterranean, as well as over maritime frontiers and deposits of precious resources like oil and gas. Another point of contention is migration, with Greece accusing Ankara of “making use” of refugees, who try to get into Europe via the Greece-Turkey border.

Researchers from the Chinese Academy of Sciences (CAS) claim to have found a novel technique for programmable chromosome fusion successfully producing mice with genetic changes “that occur on a million-year evolutionary scale” in the laboratory.

The findings could shed light on how chromosome rearrangements—the tidy packages of organized genes provided in equal numbers by each parent, which align and trade or blend traits to produce offspring—influence evolution, reported Phys.org on Thursday.

“The laboratory house mouse has maintained a standard 40-chromosome karyotype—or the full picture of an organism’s chromosomes—after more than 100 years of artificial breeding,” said Li Zhikun, a researcher at CAS’s Institute of Zoology.

“Over longer time scales, however, karyotype changes caused by chromosome rearrangements are common. Rodents have 3.2 to 3.5 rearrangements per million years, whereas primates have 1.6,” added Li, co-first author of the study.

The mouse, known as Xiao Zhu, or “Little Bamboo,” was the world’s first mammal with fully reprogrammed genes, according to the South China Morning Post.

Genomic imprinting

“Genomic imprinting is frequently lost, meaning the information about which genes should be active disappears, in haploid embryonic stem cells, limiting their pluripotency and genetic engineering,” said Wang Libin, first author of the study and a researcher with CAS and the Beijing Institute for Stem Cell and Regenerative Medicine.

“We recently discovered that by deleting three imprinted regions, we could establish a stable sperm-like imprinting pattern in the cells.”

There are two sets of chromosomes in diploid cells that align and negotiate the genetics of the resulting organism. This is known as genomic imprinting, and it occurs when a dominant gene is marked active while a recessive gene is marked inactive.

The process can be manipulated scientifically, but previous attempts in mammalian cells have failed to stick to the information.

Wang explains that the process requires deriving stem cells from unfertilized mouse embryos, which means the cells only have one set of chromosomes.

Evolutionary indicator of the emergence of a new species

Scientists genetically engineered a kind of mouse with 19 chromosomal pairs, one pair less than is standard in this species, and part of these genetic changes can be passed to offspring, claimed CGTN, a Chinese state-run English-language news channel based in Beijing.

“The initial formations and stem cell differentiation was minimally affected; however, karyotypes with fused 1 and 2 chromosomes resulted in arrested development,” Wang said.

“The smaller fused chromosome composed of chromosomes 4 and 5 was successfully passed to offspring.”

The researchers discovered that the weakened fertility was caused by an abnormality in how chromosomes separated after alignment, according to Wang.

This finding, he said, proved the significance of chromosomal rearrangement in establishing reproductive isolation, a crucial evolutionary indicator of the emergence of a new species.

Brazil’s National Health Surveillance Agency (Anvisa) approved the registration exemption for the Health Ministry to import and use the Bavarian Nordic vaccine and the drug Tecovirimat.

The vaccine developed by Bavarian Nordic is manufactured in Denmark and Germany, while Tecovirimat, which has already gone on sale in the U.S., is manufactured by the multinational Catalent Pharma Solutions.

A southwestern Oregon wildfire burning since mid-August spread rapidly from Friday to Saturday thanks to strong winds, more then tripling its total burned acreage in one day and prompting evacuation orders, fire officials said.

The Rum Creek Fire, about a 50-mile drive northwest of Medford, has burned 4,319 acres as of Saturday morning, according to InciWeb , a clearinghouse for US fire information.

That’s up from the roughly 1,200 acres the fire had burned by Friday morning, according to CNN affiliates KOBI and KTVL .

Evacuation orders were issued Friday and Saturday for a rural area in Oregon’s Josephine County, including the small communities of Rand and Galice, county officials said .

“It’s unsafe to stay and threatens the safety of you, your family and emergency responders. Your life could be in great danger,” the Josephine County Sheriff’s Office said Friday of people in the evacuation zone.

“Emergency services personnel may not be available to help you if you choose to stay.”

Oregon Gov. Kate Brown said in a tweet Saturday that she is invoking the Emergency Conflagration Act to make additional state resources available “to slow the fire’s progress.”
