The Food and Drug Administration’s independent advisors on Tuesday recommended Pfizer’s RSV vaccine for adults ages 60 and older, despite safety concerns after two people who received the shot developed a rare neurological disorder.

Though a majority of the FDA committee members backed the vaccine, they wrestled with two separate votes on whether the safety and efficacy data are adequate to support the agency’s approval.

In the first vote, seven members of the committee said the safety data was adequate for an approval, while four said it was not, and one member abstained.

In the second vote, seven members said the effectiveness data was adequate, while four said it was not, and one member abstained.

The vote followed concerns at the FDA and among advisory committee members about two cases of Guillain-Barre syndrome among about 20,000 vaccine recipients. Guillain-Barre is a rare neurological disorder in which the body’s immune system mistakenly attacks the nerves.

Symptoms can range from brief weakness to paralysis. Most patients, even those with severe cases, recover.

The FDA considers the cases to be possibly linked to the vaccine, said Dr. Nadine Peart Akindele, an agency official. The FDA has asked Pfizer to conduct a safety study on Guillain-Barre syndrome, which the company has agreed to do.

Attorney General Merrick Garland and Director of National Intelligence Avril Haines wrote to Congressional leaders on Tuesday, asking them to renew a post-9/11 law allowing the US to spy on foreign targets anywhere in the world. While the law is explicitly intended to surveil foreigners, it has been used to monitor millions of Americans.

Section 702 of the 2008 amendment to the 1978 Foreign Intelligence Surveillance Act legalized the Bush administration’s secret wiretapping program, allowing US intelligence agencies to monitor messages from abroad made through American networks like Google. Set to expire at the end of the year, the White House is already pushing lawmakers toward its renewal.

“The information acquired using Section 702 plays a key role in keeping the United States, its citizens, and its allies safe and secure,” Garland and Haines wrote in their letter, describing the reauthorization of the law as “a top legislative priority for this administration.”

Garland and Haines, the latter of whom served as deputy director of the CIA under Barack Obama, claimed that information gathered using Section 702 was instrumental in foiling cyberattacks on the US, halting the trafficking of weapons of mass destruction, and thwarting foreign states’ attempts to recruit spies in the the US.

In a separate statement on Tuesday, National Security Advisor Jake Sullivan described Section 702 as a “cornerstone of US national security.”

However, while Garland and Haines stressed that Section 702 cannot be “directed against Americans at home or abroad,” that is not the case. A report last year by the Office of the Director of National Intelligence (ODNI) found that the FBI alone made “fewer than 3,394,053” queries of US citizens between December 2020 and November 2021, based on data obtained under Section 702.

Although the law cannot be used to surveil Americans directly, it allows the US to gather intelligence on any American whom a foreign surveillance target contacts.

This intelligence is stored for five years, during which it can be searched – for example by name, phone number, or email address, by US intelligence agencies.

President Joe Biden will likely face opposition from some Republicans when it comes to renewing Section 270. House Judiciary Committee Chairman Jim Jordan said last year that Congress “should not even reauthorize FISA.” Allies of former president Donald Trump previously condemned the FBI for abusing the FISA process to illegally wiretap the ex-president.

Germany is sending two air defense systems to Kiev in a move that may leave Berlin unprotected, Armin Papperger, CEO of Germany’s leading military contractor Rheinmetall said in an interview with the Pioneer podcast on Tuesday.

The two systems in question, Skynex and Skyranger, were commissioned by the German government in order to protect the airspace over Berlin, the arms manufacturer revealed. The two units cost around €200 million ($212 million) and they are to be sent to Kiev within the year.

“We had two whole systems that could have certainly defended Berlin,” Papperger said, as quoted by RIA Novosti. According to Papperger, four of the systems would be enough to protect Berlin, but now there will not be enough.

On Saturday, thousands of protesters rallied in the German capital, calling for Chancellor Olaf Scholz to “stop the escalation in weapons deliveries.”

Germany also pledged Western-made tanks to Ukraine in late January, promising 14 of their Leopard 2 tanks and pledging to work with partners to create two armored battalions containing 30 tanks each. However, Germany’s EU and NATO allies have been reluctant to deliver.

Similarly to Germany sacrificing their own protection for the sake of solidarity with Ukraine, Denmark opted in January to send its 19 French-made Caesar howitzer artillery systems to Kiev, compromising their own defensive capabilities. The artillery systems had been a key component of Denmark’s plan to field a heavy infantry brigade.

Officials in some NATO nations have been cautioning that the constant supply of arms and ammunition to Ukraine on such a massive scale would eventually come at a cost to their own defensive capabilities.

Kremlin spokesperson Dmitry Peskov has warned on numerous occasions that providing Kiev with military aid will not change the course of the conflict, and will instead just “prolong the suffering of the Ukrainian people.”

Former Russian President Dmitry Medvedev has sounded off in a new Russian media op-ed, warning the west of the dire, worst-case scenario that awaits if it keeps escalating its support to Ukrainian forces.

His words published at the start of this week said the Western policy of arming Ukraine could lead to “apocalypse.” The former Russian president and current deputy chairman of the security council has never been shy about these types of warnings, frequently saying that nuclear war could result. The printed words also coincided with Janet Yellen’s Monday trip to Ukraine where she discussed $10 billion in new budgetary aid for Kiev, and announced the first $1.2 billion tranche.

He also stressed in the new piece that the West’s policy is bent on blocking the possibility of peace negotiations. “One could continue to pump weapons into the neo-fascist Kiev regime and block any opportunity to revive negotiations,” Medvedev wrote for the newspaper Izvestiya.

“Our enemies are doing just that, not wanting to understand that their goals obviously lead to a total fiasco. Lose for everyone. Collapse. Apocalypse,” he added.

“When the former life will have to be forgotten for centuries, until the smoky blockages cease to emit radiation.” Thus his words clearly have in mind a ‘nuclear apocalypse’.

His ominous words came within a week of President Putin declaring that Moscow has formally suspended participation in the New START nuclear treaty with the US. It is the last end of Cold War era treaty seeking to reduce, limit, and monitor the rival superpowers’ nuclear stockpiles.

Putin has also lately described the proxy war in Ukraine as constituting an existential threat to Russia, saying his people’s very survival is on the line, and stressing Moscow won’t back down until its military objectives are achieved.

But Russia’s declaration on the treaty is widely seen as temporary, with the US State Department days ago saying it’s ready to begin dialogue at any time, and conditioned on Russia’s readiness to deescalate.

Chaos erupted in Russia overnight as drones swarmed multiple regions, sparking an explosion at an oil depot and the deployment of fighter jets near St. Petersburg, according to a report from the Daily Beast.

One strike at around 2 a.m. in the Krasnodar region was less than 100 feet from a Russian Defense Ministry barracks, the independent Agentstvo News reports. Two drones filled with explosives landed at a nearby Rosneft oil depot in Tuapse, sparking a blaze that was “quickly extinguished,” according to the Russian outlet Baza.

Hours later, St. Petersburg’s Pulkovo Airport came to a standstill as authorities shut down the surrounding airspace, reportedly in response to an “unidentified flying object” spotted in the area.

Local authorities confirmed to RIA Novosti that incoming and outgoing flights were temporarily halted, though they gave no reason for the move. Meanwhile, Baza reported, fighter jets were deployed to take down the “object.”

A short while later, however, Russia’s Defense Ministry claimed the whole thing had simply been a training exercise, and the airspace was reopened.

Drones were also reported overnight in the Bryansk and Belgorod regions, as well as the Republic of Adygea. Another drone landed in the Moscow region, near a Gazprom gas compressor station on Tuesday. Local reports noted that the drone could have made it to the Kremlin in less than an hour if it had not crashed.

“The FSB and other competent authorities are dealing with the situation, there is no threat to the safety of residents,” Moscow Region Governor Andrei Vorobyov said in a statement. The strikes were part of what local media described as a “mass drone attack” that appears to have intensified in the last 24 hours.

On Monday morning, residents of an apartment building in the Belgorod region, near the border with Ukraine, were forced to evacuate in the middle of the night after one of four drones crashed into the building, according to Baza. Another drone landed on the roof of a supermarket and exploded, scorching the premises.

“People were moved to a safe place. Everyone was offered the chance to stay in a hotel while the special services do their work,” Belgorod Mayor Valentin Demidov announced on Telegram.

While no injuries were reported, pro-war Russian military bloggers fumed at the string of drone strikes. “The enemy undertook a daring attack today, drones in Belgorod, Tuapse, Adygea, and now in St. Petersburg, and because of this, the airspace in the city and the region is closed,” read one Telegram post shared by the Wagner-connected Grey Zone.

MOSCOW, February 28. /TASS/. Russian President Vladimir Putin has signed a law suspending Russia’s participation in the strategic arms reduction treaty (New START). The document was published on Tuesday, February 28.

According to the law, the New START is suspended. A decision to resume Russia’s participation in the treaty can be made by the head of state. The law takes effect as of the moment of its official publication.

Putin in a message to the Federal Assembly last week announced the suspension of Russia’s participation in the New START Treaty. On February 22, the law was unanimously adopted by the State Duma and approved by the Federation Council.

In accordance with the federal law “On International Treaties of the Russian Federation”, the president has the power to pause the operation of an international treaty recognized as mandatory by a federal law. The head of state can do this in situations requiring urgent action. Subsequent notification of the Federation Council and the State Duma and the submission of a relevant bill to the State Duma must follow.

New START
The Treaty between the United States and Russia on Measures for the Further Reduction and Limitation of Strategic Offensive Arms (the New START Treaty) was signed in 2010 and took effect on February 5, 2011.

The document stipulated that seven years after its entry into force, each party should have no more than a total of 700 deployed intercontinental ballistic missiles (ICBMs), submarine-launched ballistic missiles (SLBMs) and strategic bombers, as well as no more than 1,550 warheads on deployed ICBMs, deployed SLBMs and strategic bombers, and a total of 800 deployed and non-deployed ICBM launchers, SLBM launchers and strategic bombers.

On February 3, 2021, Russia and the United States exchanged notes on the completion of internal procedures necessary for the agreement on extending the term of the treaty for five years to take effect. On August 8, 2022, Russia informed the United States it was temporary pausing New START inspections of its facilities. As the Russian Foreign Ministry explained, it was a forced decision made against the backdrop of anti-Russian sanctions, imposed by the West after the start of the special military operation in Ukraine.

Feb. 27 (UPI) — American naval forces are now taking part in a joint military exercise with more than 50 other countries, the U.S. Navy confirmed in a statement Monday.

This marks the eighth installment of the International Maritime Exercise since it first launched in 2012.

The IMX military training is being held concurrently with Cutlass Express, an exercise conducted in East African coastal regions and the West Indian Ocean “to counter malign influence, aggression, and activity along overlapping command seams and maritime regions,” according to U.S. Africa Command.

The combined exercise is led by U.S. Naval Forces Europe-Africa and are taking place in the Arabian Gulf, Arabian Sea, Gulf of Oman, Red Sea, Indian Ocean, and East African coastal regions.

Cutlass Express is scheduled to end March 17, while IMX will end the day before.

Combined, the more than 50 participating countries will employ more than 7,000 personnel, 35 ships and more than 30 unmanned AI systems.

In addition to individual countries, INTERPOL, the European Union Naval Forces, and International Maritime Security Construct are among the separate agencies taking part.

Last year, the naval training event counted more than 9,000 personnel.

The member states of US-led NATO have already agreed to accept Ukraine into their ranks, but that issue is not a priority at the moment, NATO Secretary General Jens Stoltenberg said on Tuesday.

Speaking to journalists during a visit to Finland, Stoltenberg noted that although Kiev’s membership is welcomed, it is “a distant prospect” because the priority right now is to make sure Ukraine “prevails as a sovereign and independent state.”

He also added that after the ongoing conflict between Ukraine and Russia ends, it is necessary to “ensure that history doesn’t repeat itself.” To that end, the NATO chief insisted that the bloc needs to “strengthen the military capabilities of Ukraine” and establish frameworks that would prevent Russia from launching any more attacks against Kiev.

Finnish Prime Minister Sanna Marin, who spoke alongside Stoltenberg, also proclaimed that the future of Ukraine is to be part of the European Union and NATO and stressed the need to continue providing military aid to Kiev. “The faster and the sooner we can give them more heavy weapons, the sooner the war will end,” Marin stated.

Meanwhile, Moscow has once again blasted the collective West for rejecting security talks and insisted that the US and its allies must change their approach to global security and take Moscow’s concerns into consideration.

Kremlin spokesperson Dmitry Peskov told journalists on Tuesday that Russia’s relations with the US and Europe “changed radically” when Moscow presented its draft security treaties to Washington, Brussels and Vienna in late 2021, all of whom stated they were “not ready to talk about anything.”

Peskov said the US and Europe “could have sat down at the negotiating table” long before the conflict in Ukraine started. “There would have been very complex, positional, sometimes irreconcilable talks, but they would have been under way. But they refused,” he said.

Now, NATO is fully involved in the hostilities, “their intelligence is working against us 24 hours a day,” and their weapons are supplied to Ukraine for free to shoot at Russia’s military and Ukrainian citizens, he said.

“The moment when NATO de facto became a participant in the conflict in Ukraine, the situation changed,” the spokesman added. “In fact, the NATO bloc is no longer acting as our conditional opponent, but as our enemy.”
