Iran has pledged to retaliate after claiming that an officer in its Revolutionary Guards Corps (IRGC) was killed on Friday in an Israeli airstrike near the Syrian capital Damascus. West Jerusalem has not responded to the Iranian allegation, in keeping with its unofficial policy of rarely commenting on strikes in the region.
“The Islamic Revolutionary Guards Corps has announced the martyrdom of guardsman Milad Haydari, one of the IRGC’s military advisers and officers,” the IRGC said of the apparent Israeli strike in a statement broadcast by Iranian media on Friday.
Tehran called the attack a “criminal” action which it pledged would not go “unanswered.”
As Iran’s influence in Syria grew thanks to its support for President Bashar Assad in the civil war which began in 2011, Israel has frequently struck what it says are Iran-linked targets in the country. Tehran maintains, however, that its officers serve in advisory positions only. It has reportedly lost dozens of IRGC officers throughout the conflict, according to Reuters.
Hezbollah, the Lebanese militant group, and various Iraqi paramilitary outfits, all backed by Iran, have fortified positions in and around Damascus, as well as in Syria’s north, east and south.
According to local reporting, Israel launched the barrage of missiles shortly after midnight local time, early on Friday. Syria claims to have shot down an unknown number of missiles.
The foreign ministries of Iran and Syria have both strongly condemned Friday’s airstrikes.
Last week, the Pentagon said Iran-linked militias killed an American contractor and injured another in a drone attack at a base housing US soldiers. Washington retaliated the same day with an attack on facilities used by IRGC guards in Syria.

The US Dollar Index has seen four losing weeks out of the last five, and the greenback could face more declines in the months ahead.
In March, the US dollar has shed 2.57% against a group of other major currencies, and erased most of its gains made in February. Since October, the US Dollar Index has fallen 8.8%.
“Although it cannot be ruled out that the quarterly portfolio shakeout will create traction in the Dollar, it is still more likely that the US currency will fall further in the coming quarters,” senior market analyst at FxPro, Alex Kuptsikevich, said.
In his view, the dollar’s sharp reversal from rising to falling in September marked a turning point. The greenback gained at a steady clip alongside the Fed’s tightening of monetary policy up to that point, but it began to soften on prospects of easing financial conditions.
Earlier this month, policymakers made a ninth consecutive interest rate hike, raising the federal funds rate by 25 basis points.
Inflation has been steadily falling, with Friday data showing core Personal Consumption Expenditures — the Fed’s preferred inflation gauge — clocked in cooler than expected.
And given March’s unexpected financial turmoil that began with Silicon Valley Bank’s collapse, traders have ramped up bets that the Fed will cut rates later this year.
“This is a typical story in the currency market, with the Fed at the forefront of the monetary cycle, which initially forms 12-18 months of dollar growth on rate hikes, but then triggers a move in the opposite direction,” the analyst said. “In the last six months, we have seen the quite typical and understandable reversal of the dollar.”
The dollar’s technical signals also suggest downside ahead, Kuptsikevich noted, and the immediate downside target could be its 2023 low of 100.7, versus the current level of about 102.29.
“A consolidation below that level,” Kuptsikevich wrote, “would cause the Dollar to stare into the abyss, where there is only minor technical support in the area of the 90.00 level.”

New research has provided answers to a mystery involving an outbreak of severe hepatitis in children last year.
Children in about 35 countries, including the United States, experienced severe hepatitis that caused 50 kids to need liver transplants and 22 children to die, according to the study led by researchers at the University of California, San Francisco (UCSF).
The researchers linked the disease to co-infections from multiple common viruses, in particular a strain of adeno-associated virus type 2 (AAV2).
While these AAVs are not known to cause hepatitis on their own, they can with “helper” viruses, such as adenoviruses that cause colds and flu, the study authors explained.
Children who had returned to school were more susceptible to these severe infections.
For a small subset of these children, getting more than one infection at the same time may have made them more vulnerable to severe hepatitis, the investigators found.
“We were surprised by the fact that the infections we detected in these children were caused not by an unusual, emerging virus, but by common childhood viral pathogens,” said senior study author Dr. Charles Chiu , director of the UCSF Clinical Microbiology Laboratory.
“That’s what led us to speculate that the timing of the outbreak was probably related to the really unusual situations we were going through with COVID 19-related school and daycare closures and social restrictions,” Chiu said in a university news release. “It may have been an unintended consequence of what we have experienced during the last two to three years of the pandemic.”
By August 2022, there were 358 cases being investigated in the United States and clusters of cases in 34 other countries.
TOKYO, March 31 (Reuters) – Japan is stepping up efforts toward issuing a digital yen with the creation of a government advisory panel and the launch of a pilot programme, joining a growing number of countries exploring a central bank digital currency (CBDC).
The finance ministry will set up a panel of experts as early as April to discuss the feasibility of issuing a digital yen, two sources with knowledge of the matter told Reuters.
The step will come after the central bank’s decision to start in April a pilot programme to test the use of a digital yen, moving Japan closer to issuing a CBDC in several years.
Under a medium-term policy platform issued in 2021, the government pledged to start examining the feasibility of a CBDC when the Bank of Japan (BOJ) completed the initial phase of experiments by March 2023, which it has.
“It will be in line with the pledge made in the policy platform,” one of the sources said on the plan to set up a government panel, a view echoed by the other source.
Both sources declined to be identified as they are not authorised to speak publicly.
Finance Minister Shunichi Suzuki told reporters on Friday the government was still in the process of scrutinising ways to meet the pledge to examine the feasibility of a CBDC, including the idea of the panel.
The BOJ has said no decision has been made on whether Japan will issue a CBDC. But it spent two years experimenting and will move to the next phase of conducting a pilot programme from April, to be ready in case the government decides to issue a digital yen.
The central bank has said the pilot programme may last for several years. Some laws may need to be revised if the government were to start issuing a CBDC for public use.
“Ensuring the coexistence of CBDC with various other forms of money … is something that we need to and will in fact achieve in the future,” BOJ Governor Haruhiko Kuroda said in a speech on Tuesday.
Public broadcaster NHK reported on Thursday the finance ministry was considering setting up an advisory panel in April to discuss the possibility of a digital yen.
Central banks around the world have stepped up efforts to develop digital currencies to modernize financial systems and speed up domestic and international payments.
Japan and other advanced economies are seeking to catch up with China, which is at the fore of a global race to develop CBDCs and has ramped up pilot schemes for retail payments.
The U.S. Federal Reserve has also been exploring a fully digital dollar that some have referred to as Fedcoin. Fed leaders have said that any launch of such an asset would need the support of elected leaders.

The U.S. Securities and Exchange Commission (SEC) has filed a lawsuit against the Beaxy exchange, shutting down its operations.
According to an official press release, the SEC alleges that Beaxy operated without registering as a national securities exchange, broker, or clearing agency.
The SEC chairman Gary Gensler says, “We allege that Beaxy and its affiliates performed the functions of an exchange, broker, clearing agency, and dealer without registering with the Commission and complying with clear, time-tested rules governing those activities.”
Some Twitter users supported the SEC’s move after evaluating the exchange’s various features.

The SEC charged Beaxy with raising $8 million through the unregistered offering of its native token, BXY. The regulator also alleges that the exchange’s founder, Artak Hamazaspyan, used $900,000 for personal use, including gambling.
Through the lawsuit, Gensler warned crypto companies again, saying, “This case serves as yet another reminder to crypto intermediaries that their business models must comply and adapt to the law, not the other way around.”
The Beaxy executives agreed to cease the operations without admitting or denying the allegation. In total, they will pay $79,200 in civil penalties.
Beaxy writes in a blog, “We forthrightly committed to cooperation with the Securities and Exchange Commission (SEC) for over two years, continually providing information, data, and interviews to assist regulators in whatever manner we could. Unfortunately, despite our best efforts, it has become clear that the regulatory environment is just too uncertain to continue operations.”
On March 23, the SEC also warned against investing in crypto assets securities. They reasoned with price volatility and lack of investor protection. The agency served Coinbase with a Wells Notice and sued Justin Sun for offering BTT and TRX as unregistered securities.
UK consumers may have to get used to empty shelves in supermarkets due to unprecedented shortages of fresh vegetables amid record food price inflation and skyrocketing energy costs, Reuters reported on Tuesday.
British shoppers have been experiencing a scarcity of fresh food for months as sales of tomatoes, cucumbers, peppers and some fruits were limited by most of the country’s largest supermarkets due to supply deficiency. Poor weather conditions have disrupted harvests in Europe and North Africa, while inflation led to higher costs for produce from the UK’s key markets such as Spain, the outlet said.
Britain imports around 95% of its tomatoes over the winter, according to the British Retail Consortium. In January, the UK bought 266,273 tons of vegetables – the smallest amount for any January since 2010 when the country’s population was 7% smaller than at present, tax office data showed.
This comes as British consumers are grappling with record grocery price inflation, which has surged to 17.5% in the four weeks to March 19.
Analysts say a supply squeeze is resulting in higher costs, while the country’s departure from the EU poses a greater logistical challenge for bringing vegetables to the island as exporters are discouraged by additional paperwork.
Meanwhile, British farmers are struggling with higher energy costs, which reduce their ability to grow fruits and vegetables in heated greenhouses.
“There are real risks that empty shelves may become more commonplace,” president of the National Farmers Union, Minette Batters, told Reuters.
The union expects fresh vegetable production to be the lowest this year since 1985 due to the decision to exclude agriculture from a government support scheme which provides aid to companies hit by high energy costs. Farmers also warn that the shortage of tomatoes will widen to other home-grown crops, including cauliflower and carrots.

President Vladimir Putin has signed an updated version of the nation’s foreign policy concept, with a focus on Western efforts to undermine Russia amid the Ukraine conflict.
Putin explained that the key document had to be altered due to “drastic changes” in the international landscape.
The move was announced by the president on Friday during a meeting with top officials on Russia’s Security Council, which included, among others, Russian Prime Minister Mikhail Mishustin, Foreign Minister Sergey Lavrov, and Defense Minister Sergey Shoigu.
Outlining the key provisions of the paper, Lavrov noted that it reflects “revolutionary changes on [Russia’s] external perimeter which received a visible boost after the start of the special military operation” in Ukraine more than a year ago.
The document puts into the spotlight Western, and particularly American, efforts to undermine Russian interests.
“The United States and their satellites have used measures, taken by the Russian Federation to protect its vital interests regarding Ukraine, as a pretext to escalate their long-standing anti-Russian policies, and have unleashed a hybrid war of a new type,” the document reads.
This hybrid war, the concept argues, seeks to “weaken Russia in every possible way,” including by undermining its military, economic, and technological potential as well as aiming to “limit its sovereignty in external and internal politics and to erode its territorial integrity.”
However, the paper asserts that Moscow “does not see itself as the West’s enemy, does not isolate itself from it and harbors no hostile intentions towards it.” It adds that Russia expects Western powers to “recognize the futility of confrontational policies and hegemonic ambitions” and to eventually return to pragmatic cooperation with Russia based on mutual respect.
“The Russian Federation is ready for dialogue and cooperation on such a basis,” the concept stresses.
The foreign policy concept is a key strategic document which outlines the principles, goals and priorities of Russia’s diplomacy and the challenges it faces. The previous version of the document, which was signed in 2016, was heavily focused on fighting terrorism, boosting international cooperation, enhancing Russia’s global footprint, and safeguarding the nation’s sovereignty.

For most of his 40-year career, Carlos Moreno, a scientist and business professor in Paris, worked in relative peace.
Many cities around the world embraced a concept he started to develop in 2010. Called the 15-minute city, the idea is that everyday destinations such as schools, stores and offices should be only a short walk or bike ride away from home. A group of nearly 100 mayors worldwide embraced it as a way to help recover from the pandemic.
The conspiracy theorists came late, but suddenly.
In recent weeks, a deluge of rumors and distortions have taken aim at Mr. Moreno’s proposal. Driven in part by climate change deniers and backers of the QAnon conspiracy theory, false claims have circulated online, at protests and even in government hearings that 15-minute cities were a precursor to “climate change lockdowns” — urban “prison camps” in which residents’ movements would be surveilled and heavily restricted.
Many attacked Mr. Moreno, 63, directly. The professor, who teaches at the University of Paris 1 Panthéon-Sorbonne, faced harassment in online forums and over email. He was accused without evidence of being an agent of an invisible totalitarian world government. He was likened to criminals and dictators.
For the first time in his career, he started receiving death threats. People said they wished he and his family had been killed by drug lords, told him that “sooner or later your punishment will arrive” and proposed that he be nailed into a coffin or run over by a cement roller.
“I wasn’t a researcher anymore, I was Pol Pot, Stalin, Hitler,” Mr. Moreno said. “I have become, in one week, Public Enemy No. 1.”
One epidemiologist keeps a folder on her computer to store all the death threats she receives just “in case.” A professor of atmospheric science who studied global warming received a letter containing white powder (it looked like anthrax but turned out to be cornstarch). A professor of health law and science policy, in an article touching on his experiences with death threats, lawsuits and online trolling, wrote: “My skin is thick. I’m used to the hate.”
Mr. Moreno’s work has not been focused on the pandemic, though his 15-minute cities idea has become more popular since it began. Like many of his academic peers who have faced harassment and disinformation campaigns, he is at a loss for ways to protect himself.
“I’m not totally sure what is the best reaction — to respond, to not respond, to call a press conference, to write a press release,” he said. Academics, he said, “are relatively alone.”
Mr. Moreno, who grew up in Colombia, began working as a researcher in a computer science and robotics lab in Paris in 1983; the career that followed involved creating a start-up, meeting the Dalai Lama and being named a knight of the Légion d’Honneur. His work has won several awards and spanned many fields — automotive, medical, nuclear, military, even home goods.
Around 2010, he started thinking about how technology could help create sustainable cities. Eventually, he refined his ideas about “human smart cities” and “living cities” into his 2016 proposal for 15-minute cities. The idea owes much to its many predecessors: “neighborhood units” and “garden cities” in the early 1900s, the community-focused urban planning pioneered by the activist Jane Jacobs in the 1960s, even support for “new urbanism” and walkable cities in the 1990s. So-called low-traffic neighborhoods, or LTNs, have been set up in several British cities over the past few decades.
Critics of 15-minute cities have been outspoken, arguing that a concept developed in Europe may not translate well to highly segregated American cities. A Harvard economist wrote in a blog post for the London School of Economics and Political Science in 2021 that the concept was a “dead end” that would exacerbate “enormous inequalities in cities” by subdividing without connecting them.
Mr. Moreno did not face harassment, however, until conspiracy theorists mistakenly conflated 15-minute cities with the low-traffic-neighborhood idea in Britain.

Türkiye’s parliament has unanimously approved Finland’s bid to join NATO, clearing the last hurdle for the Nordic nation to officially become a fully-fledged member of the US-led military bloc.
In a vote on Thursday, all 276 Turkish MPs present voted in favor of ratifying Finland’s application. Türkiye was the last of 30 existing members to endorse Helsinki’s bid, after Hungary formally supported its accession earlier this week.
Finland is set to formally join NATO at the bloc’s summit in Lithuania in July.
Earlier this month, Turkish President Recep Tayyip Erdogan lifted his objections to Finland’s membership, saying it had taken “authentic and concrete steps” in fulfilling its promises, which included a crackdown on Kurdish groups Ankara deems “terrorist.”
NATO Secretary General Jens Stoltenberg welcomed the ratification, adding that it would “make the whole NATO family stronger and safer.” Finnish President Sauli Niinisto also thanked the bloc’s members for their “trust and support.”
“Finland is now ready to join NATO. We look forward to welcoming Sweden to join us as soon as possible,” he added.
While in recent weeks Türkiye had softened its stance on Finland joining the trans-Atlantic alliance, the same does not apply to Sweden. Ankara has accused Stockholm of harboring Kurdish “terrorists” and failing to make good on its promises.
Relations between Türkiye and Sweden were further complicated by a Koran-burning protest in Stockholm in January.
Sweden’s accession to the US-led bloc is also being held up by Hungary, where officials have pointed to “an ample amount of grievances that need to be addressed.” Earlier this month, Budapest accused Stockholm of spreading “lies” about the rule of law in the country.
Both Finland and Sweden ditched their decades-long neutrality stance and applied to join NATO last year, citing changes in the security environment after Russia started its military operation against Ukraine in February 2022.
Earlier this month, Kremlin Press Secretary Dmitry Peskov said Moscow “regrets” that the two Nordic nations applied to join the bloc. Russia “does not pose any threat to these countries, since it does not have any disputes with them,” he added.
