Two people in Michigan have been diagnosed with a rare mosquito-borne virus – amid concerns that diseases passed on by insects are becoming more common. The patients, from Detroit, tested positive for Jamestown Canyon virus – the first cases of the infection in the US this year.
They are said to be in stable condition. But in severe cases, the disease can lead to encephalitis — or swelling of the brain — and seizures. Early warning signs include fever, headache, and muscle pain.
There is mounting concern that infections will rise as a longer warm season lengthens the period in which mosquitoes are active. It comes amid the US’ first domestic malaria outbreak in decades.
The Michigan Department of Health said the patients lived in Oakland and Macomb, in the north of the Detroit metropolitan area. According to Daily Mail, Health officials are urging people in Michigan to take precautions against mosquito bites as a result.
Dr. Natasha Bagdasarian, the chief medical executive at the state’s Department of Health, said: ‘It only takes one bite from an infected mosquito to cause a severe illness.
‘We advise using insect repellent and wearing long-sleeved shirts and long pants when outdoors during times when mosquitoes are active.’ She added: ‘It’s a good idea to take extra precautions during peak mosquito-biting hours, which are from dusk to dawn.’
About 17 cases of the disease are diagnosed in the US every year, with infections most likely in August and September, particularly in Midwestern states. Several state health departments say the infection is ‘rare’.
In Michigan, some 13 cases have been reported since 2011. The virus is most commonly detected in Wisconsin (132 cases in a decade) and Minnesota (74 cases).
Jamestown Canyon virus is picked up by mosquitoes when they bite infected mammals such as deer and Elk. The disease can then be transmitted to humans when they are bitten, and travel around the body via blood vessels triggering illness.
Symptoms of the disease take about two days to two weeks to appear and can include fatigue, headaches, muscle aches and joint pains. Around half of patients are hospitalized and a small number die. No American is known to have died from the infection, however.
In severe cases, the virus can start to attack membranes surrounding the brain and spinal cord causing encephalitis and meningitis leading to neurological problems. Doctors use a blood test to diagnose the disease but have no targeted medicines, instead relying on IV drips and painkillers to treat infections.
Scientists have demonstrated that human genes can be controlled with electricity, a breakthrough that could pave the way toward wearable devices that program genes to perform medical interventions, reports a new study.
In a novel experiment, researchers were able to trigger insulin production in human cells by sending electrical currents through an “electrogenetic” interface that activates targeted genes. Future applications of this interface could be developed to deliver therapeutic doses to treat a wide range of conditions, including diabetes, by directly controlling human DNA with electricity.
There is currently an explosion of interest in medical wearables, which are health-centric portable technologies such as fitness trackers, biosensors, blood pressure monitors, and portable electrocardiogram devices. Smart wearables have become an essential tool for many doctors and patients, spurring researchers to continue developing novel platforms for collecting medical data or even performing medical interventions.
Now, scientists led by Jinbo Huang, a molecular biologist at ETH Zürich, have invented a battery-powered interface that they call “the direct current (DC)-actuated regulation technology,” or DART, that can trigger specific gene responses with an electric current. Huang and his colleagues described the device as “a leap forward, representing the missing link that will enable wearables to control genes in the not-so-distant future,” according to a study published on Monday in Nature.
“Electronic and biological systems function in radically different ways and are largely incompatible due to the lack of a functional communication interface,” the team said in the study. “While biological systems are analog, programmed by genetics, updated slowly by evolution and controlled by ions flowing through insulated membranes, electronic systems are digital, programmed by readily updatable software and controlled by electrons flowing through insulated wires.”
“Electrogenetic interfaces that would enable electronic devices to control gene expression remain the missing link in the path to full compatibility and interoperability of the electronic and genetic worlds,” the researchers added.
With that in mind, the team aimed to forge a direct connection between our “analog” DNA, which is the biological alphabet that governs the life-cycles of all organisms on Earth, and the electronic systems that form the basis of digital technologies.
The same group at ETH Zürich had originally demonstrated that genes could be electrically activated as part of a study that was published in 2020. This new modified design simplifies the initial design by implanting human pancreatic cells into mice with type 1 diabetes. The researchers then used electrically-stimulating acupuncture needles to switch on the exact genes involved in regulating doses of insulin, a hormone that is essential for the treatment of diabetes. As a consequence, the blood glucose concentrations of the model mice returned to normal levels.
Huang and his colleagues said this electrical fine-tuning of mammalian gene expression sets the stage for “wearable-based electro-controlled gene expression with the potential to connect medical interventions to an internet of the body or the internet of things,” according to the study.
“While we chose DART-controlled insulin production for proof-of-concept validation, it should be straightforward to link DART control to the in situ production and dosing of a wide range of biopharmaceuticals,” the team concluded. “We believe simple electrogenetic interfaces such as DART that functionally interconnect analog biological systems with digital electronic devices hold great promise for a variety of future gene- and cell-based therapies.”

Niger’s deposed government has authorized France to conduct strikes on the presidential palace in order to release President Mohamed Bazoum, the military junta that seized power last week claimed on Monday.
The junta had earlier warned against foreign attempts to free Bazoum, who has been held hostage at the palace since Wednesday, when the putsch took place.
In a statement on Monday, Colonel Amadou Abdramane, one of the coup leaders, claimed that France, an ally of the country in fighting jihadist insurgencies, has been seeking a means to “intervene militarily” in the situation.
“France, with the complicity of certain Nigeriens, held a meeting at the General Staff of the National Guard of Niger to obtain necessary political and military authorizations,” Abdramane stated.
According to him, Nigerien Foreign Minister Hassoumi Massoudou and Maj. Midou Guirey, commander of the national guard, both cleared Paris to “carry out strikes.”
French President Emmanuel Macron has condemned the coup and demanded the release and reinstatement of the democratically elected Bazoum, vowing that Paris will back regional powers in imposing sanctions on the coup leaders.r
The coup in Niger is the latest in a series of military takeovers in former French colonies, with similar events happening in neighboring Mali and Burkina Faso in recent years amid a surge in anti-French sentiment.
Thousands of supporters of Niger’s junta demonstrated in front of the French embassy in Niamey on Sunday to protest the former colonial power’s alleged meddling in the country’s affairs. The protesters burned French flags and ripped off a plaque with the inscription “Embassy of France in Niger,” according to French newspaper Le Monde.
Macron said on Sunday that attacks on France and its interests in the West African country would not be tolerated and would be met with an immediate response. Paris announced on Saturday that it had suspended, with “immediate effect, all its development aid and budget support actions in Niger.”
The Economic Community of West African States (ECOWAS), a 15-member regional bloc, has imposed economic and financial sanctions and warned that if Niger’s coup leaders do not reinstate Bazoum within seven days, it will authorize the use of force. France said it “welcomes the decisions taken by the ECOWAS heads of state” for an “immediate return to the constitutional order in Niger under President Mohamed Bazoum.”
MOSCOW, July 29 (Reuters) – Wagner mercenary boss Yevgeny Prigozhin, who remains active despite leading a failed mutiny against the Russian army’s top brass last month, has hailed Niger’s military coup as good news and offered his fighters’ services to bring order.
A voice message on Telegram app channels associated with Wagner that they said was Prigozhin did not claim involvement in the coup, but described it as a moment of long overdue liberation from Western colonisers and made what looked like a pitch for his fighters to help keep order.
A new video appears to show the head of Russia’s mercenary Wagner Group, Yevgeny Prigozhin, welcoming his fighters to Belarus, telling them they would take no further part in the Ukraine war for now but to prepare for “a new journey to Africa“.
In the first-ever joint communique on Monday, the military governments in Mali and Burkina Faso warned the West and other African states against intervening in the neighboring Niger. Bamako and Ouagadougou would consider any such move as an attack on their own countries, they said.
“Any military intervention against Niger would amount to a declaration of war against Burkina Faso and Mali,” said point four of the joint communique, which a Burkinabe military spokesman deliberately repeated three times during a state television broadcast.
In case of such an intervention, the two countries would withdraw from the Economic Community of West African States (ECOWAS) and “adopt self-defense measures in support of the armed forces and the people of Niger,” according to the statement.
A military intervention against Niger “could destabilize the entire region, as had the unilateral NATO intervention in Libya, which was at the root of the expansion of the terrorism in the Sahel and West Africa,” the two governments said.

Any Wagner fighters crossing from Belarus will be met by both Polish and American troops, the deputy marshal of the Polish senate, Michal Kaminski, told Ukrainian media on Monday.
Several thousand Wagner members moved to Belarus over the past month, under the deal that ended their failed mutiny against Moscow. Worried about an “invasion,”the government in Warsaw has announced nearly doubling the size of its army, from 172,000 to 300,000 troops.
“No one in Poland excludes that in order to, so to speak, test NATO, test the solidarity of the alliance with Poland, with Eastern Europe, they may try to enter Poland,” Kaminski said in a TV telethon, describing the hypothetical incursion as a “terrorist operation rather than a full-scale invasion.”
He was confident, however, that NATO could handle the threat easily, according to the Ukrainian outlet Strana.
“I want to remind you that we already have American soldiers and officers in Poland. Let the Wagnerites come in. They will meet not only Polish, but also American defenses,” Kaminsky said, predicting they will be sent back to Russia “in coffins.”
Kaminski is one of the four deputy marshals in the upper house of the Polish legislature. His party, the Union of European Democrats, has only one seat apiece in the Senate and the Sejm. However, his position on the Wagner Group does not differ from that of Prime Minister Mateusz Morawiecki.
In a speech on Saturday, Morawiecki voiced concern over the presence of “more than a hundred” Wagner members in Grodno, near the so-called Suwalki Gap, which separates Belarus from the Russian territory of Kaliningrad.
He described the arrival of the group as “undoubtedly a step towards an upcoming hybrid attack on Polish territory,” and speculated they could infiltrate Polish territory by pretending to be illegal immigrants, or pose as Belarusian border guards to help illegal immigrants enter Poland.
Visiting Russia earlier this month, Belarusian President Alexander Lukashenko quipped that the Wagnerites were getting restless and wished to “go on tour” of Poland, which serves as a hub for the NATO effort to supply Ukraine with weapons, equipment and ammunition.
Lukashenko helped negotiate the end to the mutiny by Wagner chief Evgeny Prigozhin at the end of June, which briefly saw the private military company turn its guns on the Russian military. Prigozhin himself agreed to go into exile in Belarus, but was allegedly spotted at the Russia-Africa Summit in St. Petersburg last week. Wagner, which technically doesn’t exist under Russian law, has substantial security contracts on the African continent.

The biggest bankruptcy in U.S. trucking history could occur in the coming days when the nation’s third-largest less-than-truckload carrier, Yellow Corp., files. The company ceased all operations at noon on Sunday, and leadership representing its Teamsters workforce said it had been notified of a pending bankruptcy filing.
A series of large LTL and other acquisitions in efforts to transform Yellow into a global transportation and logistics leader, the ambition of former Chairman and CEO William “Bill” Zollars, were the catalysts for an eventual downfall.
In 2003, Yellow acquired Roadway in a $1.1 billion deal and then leveraged up in 2005 to acquire USF for $1.47 billion. The goal was to emerge with a command position in the LTL space, allowing the company to leverage larger scale into greater operating and cost synergies.
A much bigger organization with a debt-laden balance sheet, the company took on the YRC Worldwide moniker in 2006 as it had become a holding company for numerous transportation and logistics brands operating in more than 70 countries around the world. In that year, it would see its revenue increase more than threefold since the buying spree began to nearly $10 billion, with earnings per share of roughly $5, or $277 million in net income. That would be the financial pinnacle for the company as a freight recession would take hold that year, followed by a near collapse in financial markets two years later.
However, YRC continued to grow through the freight downturn and with a more cumbersome debt profile in place.
Further expansion of its logistics unit occurred in China with the 2007 acquisition of Shanghai Jiayu Logistics. This further fueled the company’s global growth initiatives. The deal complemented its existing freight forwarding and logistics joint ventures in China, which were established in 2005.
Failure to integrate acquisitions and its national LTL freight network (Yellow and Roadway’s national networks weren’t integrated until March 2009) along with its debt burden left the carrier bloated entering the Great Recession. Matters were further compounded by internal service issues and a rapidly declining freight environment, which was highlighted by fierce price competition as some carriers sought to hasten YRC’s demise by underbidding freight.
The leverage proved to be too much and nearly led to a bankruptcy filing in late 2009.
Debt-for-equity swaps, wage concessions and other financial reengineering
By the end of 2009, YRC was in a perilous position. It had to find a solution for pending debt payments and appease its union workforce, which had already consented to reduced wages. YRC was also tasked with attracting freight to its network as competitors underpriced the company and its customer base sought alternatives as both groups were planning for the carrier’s exit.
After months of credit agreement amendments and extensions from its lender group, YRC was finally able to craft a $470 million debt-for-equity deal in the closing hours of 2009. The deal deferred interest and fee payments to lenders through 2010 and provided the company with access to $160 million in liquidity under its revolving credit facility. The transaction wiped out existing shareholders, including union stakeholders, leaving former bondholders owning 94% of the company’s outstanding shares.
That deal was preceded by two rounds of wage concessions from union employees. In early 2009, the union agreed to 10% wage cuts in exchange for a 15% stake in the company. Later in the year, another round of wage cuts, this time an additional 5%, as well as an 18-month cessation of pension fund contributions, would be required to get the debt-for-equity deal done.
The following year, those wage concessions would be extended into 2015 (and eventually into 2019), and the company’s new pension contribution rate would be just 25% of the rate in place in 2009 — all part of Zollars’ final restructuring, which concluded in the summer of 2011. The union’s equity stake would increase to 25%, and it would get a second seat on the board in exchange. The day before the new deal was approved, YRC said Zollars would step down upon its completion.
The 2011 restructuring included $100 million in new capital for the company along with increased liquidity under a new $400 million loan. The debt-for-equity swap left existing shareholder positions reduced to just 2.5% of the outstanding stock.
That would cap Zollars’ career at the helm. He left the same day the transaction was completed, replaced as CEO by former Yellow Transportation head James Welch.
Zollars’ compensation (including cash, stock, changes in pension valuation and perks) totaled $2.5 million in the restructuring year of 2009. He earned more than $12 million in the three-year period ended 2009.
’09 restructuring was only the beginning
Saved from bankruptcy and with a little breathing room, YRC accelerated its corporate overhaul, which began in late 2009 as a bankruptcy filing was looming. Those efforts included divesting non-LTL offerings.
In late 2009, YRC unloaded its dedicated unit and in 2010, the company sold a stake in its logistics operations to private equity to provide incremental liquidity. In 2011, the carrier sold its truckload operations, Glen Moore, to now-defunct Celadon, and in 2012, it sold its stake in Shanghai Jiayu Logistics to its joint venture partner.
Other liquidity improvement measures were required along the way, including selling and leasing back facilities and reducing capital expenditures on equipment. Reverse stock splits would be required to prop up declines in the share price as a result of the equity dilution. The company completed a 1:25 reverse split in 2010 and a 1:300 split in 2011 to comply with Nasdaq listing requirements for shares to maintain a $1 level.
Facing debt maturities, Welch would complete a recapitalization that again included debt for equity in 2014 after tumultuous but ultimately successful negotiations with the union and the lending group. That transaction would relieve $300 million in debt and pave the way for the company to refinance $1.1 billion in debt, providing it with a more stable capital structure for a while.
However, years of neglecting to fund fleet and terminal upgrades led to higher operating costs and service inadequacies compared to peers, fueling a cycle of lower yields and continual underinvestment in the network. Its industry-lagging service scores — dead last among national providers — forced it to become a low-cost provider. Its inability to appropriately charge for the freight it hauled left it barely covering operating expenses in most quarters and booking losses when accounting for interest expense and other items.
In 2019, it was able to negotiate a collective-bargaining agreement that provided it flexibility around job classifications, work rules for part-time employees and the use of purchased transportation. It was also allowed the use of box trucks in LTL operations with non-CDL drivers. Teamsters would get a pay bump of 18% in aggregate throughout the five-year term (essentially a clawback of what they had given up), the restoration of one week of vacation and an increase in the contribution rate to health and welfare benefits.
The new labor deal also laid the framework for a broader overhaul that later became known as One Yellow, in which the carrier began consolidating its four LTL operating companies, closing redundant service centers and altering work rules for some employees, among other restructuring initiatives.
The same year, YRC executed a $600 million term loan refinance, which lowered the interest rate, provided additional liquidity and offered less restrictive covenants on a portion of its debt. The deal also extended the maturity by two years to June 2024.
The more favorable flexibility in its debt profile would be relatively short-lived as the industry was about to endure a COVID outbreak and subsequent lockdowns, which negatively impacted even the strongest carriers.
Controversial $700M Treasury loan not enough to save the ship In short order, Yellow (officially renamed in 2021) blew through a $700 million infusion from the government in the form of a COVID-relief loan. The program was established shortly after the outbreak to help companies bridge liquidity gaps directly related to lost business from stay-at-home mandates.

The first tranche of the loan was $300 million, which was used to clear the deck of the company’s immediate cash needs. It covered previously delayed health care and pension plan contribution payments, lease payments on equipment and real estate, and even interest payments on its other debt, among other items.
A $400 million second tranche was used to fund capital expenditures, largely the purchase of tractors and trailers, which received considerable scrutiny from industry participants. The thought on the part of the government may have been, “In for a penny, in for a pound.” Yellow estimated it would save $10,000 to $12,000 per tractor annually running newer models, and that the upgrades would be the key to reaching longer-term financial stability.
In total, the company replaced roughly 2,400 tractors (17% of the fleet) and 3,600 trailers, and it purchased 600 rail containers — executing roughly three years of tractor capex in a 15-month period. However, the new loan raised its total outstanding debt to nearly $1.6 billion from $880 million at the end of the 2020 first quarter (the last update prior to the loan announcement).
The Treasury’s issuance of the loan in July 2020 has been heavily scrutinized since. An oversight commission concluded recently there were many shortcomings in the decision-making process used to issue the loan.
A key concern all along was the company’s “precarious financial condition” prior to the pandemic given its history of operating at a loss and its poor credit ratings. Yellow’s financial profile and the Treasury’s “less favorable” lien position, compared to the company’s other creditors, present “significant” default risk to taxpayers, the commission found.
Yellow qualified for the loan under a Treasury-created “catch-all” category — “critical to maintaining national security.” The carrier was thought to handle 68% of the Defense Department’s LTL freight at the time, a number that the commission later estimated to be only between 20% and 40%. The commission also took issue with why LTL service couldn’t be handled by another carrier and why a backup plan for service wasn’t in place in the event Yellow shut down.
However, the commission ultimately acknowledged the loan program lacked established guidelines and underwriting was done on the fly as government authorities were required to move quickly to provide emergency liquidity. It provided future remedies should the need for another crisis-induced lending program arise.
At the end of the 2023 first quarter, Yellow owed the government $729.4 million, including capitalized interest. It had made total cash interest payments of $59.6 million by the end of May, according to a company representative.
In addition to collateral for the loan, the government received a 30% equity stake in Yellow, which would likely be wiped out if it files bankruptcy. Yellow’s two top-paid executives earned more than $6 million combined in total compensation the year the Treasury loan was issued.
No change of operations, no Yellow In the end, Yellow’s inability to get a deal done with the union would prove fatal. Months of back and forth proved fruitless.
Running out of money and options, Yellow sued the union for breach of contract, saying the Teamsters didn’t have the right to reject the change of operations it asserted was vital to its survival. The company said the union also had dragged its feet in coming to the bargaining table when it was well aware Yellow would soon be out of funds.
Throughout the process, the union maintained it had already given enough in the form of billions in wages, benefits and pension concessions. It also said it wouldn’t allow Yellow to jump the line and rush negotiations as it was working on other labor deals with closer expiration dates. It offered to begin its normal collective-bargaining protocols, likely in August, or see the current contract through to its March 31, 2024, expiration.
Missed benefits payments to health, welfare and pension funds managed by Central States put the final nail in the coffin. The delinquency allowed the Teamsters to issue a strike notice, which spooked customers and brokers into accelerating the rate at which they were pulling freight out of the carrier’s network.
“The board members, especially those who represent the Teamsters, have not done service to the members or to the company,” Satish Jindel, founder of transportation advisory firm SJ Consulting Group, told FreightWaves.
He also faulted Yellow’s leadership for not taking pay cuts when it was desperately seeking concessions from the Teamsters.
“The board and the executives should have announced taking cuts in their compensation before asking for any accommodation from the rank and file,” Jindel said. “As they say — ‘leading by example.’ The failure of the company cannot be put at the feet of the Teamsters.”
The bankruptcy would mark the largest filing in U.S. trucking history. The last major LTL closure was Consolidated Freightways, the third-largest carrier in 2002 when it filed. That company was generating roughly $2.3 billion in revenue with 20,000 employees (14,500 of them Teamsters).
Yellow had 30,000 employees, including 22,000 Teamsters.

A year after doctors diagnosed a Texas man with leprosy, a nearly-extinct tropical disease, he reveals that he’s still on antibiotics and had to undergo extreme physical therapy to recover.
Leprosy is still prevalent in 120 countries, according to the CDC, but less than 100,000 individuals are diagnosed world-wide every year. While this biblical disease once terrified the masses, doctors say it’s no longer a death sentence.
In the case of one man, whose name hasn’t been released due to HIPAA compliance laws, his brush with leprosy left him requiring surgery to repair his tendons and extreme physical therapy to help return movement to his hand – and is still on antibiotics a year later.
According to the medical report made by the Jama Network, the man was heavily tattooed and immigrated from Samoa, where the disease is a little more common. It spreads through prolonged skin-to-skin contact or contamination while tattooing.
The CDC says it is also spread through droplets from the nose and mouth, but prolonged, months-long contact with someone who has the disease is necessary to contract it. Patients stop being contagious after they start treatment.
The Texas man apparently had the disease for four years, but symptoms can take a long time to develop. Initial tests confused doctors as they didn’t show anything – but the man had multiple rashes on his body and face, and his hand had stiffened into a claw-like shape by the time he sought medical help.
Finally, they sent skin samples to a specialized laboratory that was able to confirm the presence of Mycobacterium leprae – the leprosy bacteria. It is otherwise known as Hansen’s disease in the modern medical world.
Dr Aidan Filley, of Texas A&M University, said: “Early diagnosis and treatment are important to decrease disability and adverse psychosocial effects of leprosy and to reduce the risk of transmission.” It remains unreported whether the man infected anyone, such as close friends or relatives – but transmission rates are now much lower than they used to be.
Health officials say that cases of leprosy, also known as Hansen’s disease, are surging in Central Florida.
In a news release Monday , the Centers for Disease Control and Prevention (CDC) said that Central Florida has accounted for 81 percent of reported cases in the state and almost one-fifth of reported cases nationwide.

One of the worst storms in decades ripped through Washington DC, over the weekend, leaving devastation in its path. The storm comes as the Biden administration announced negotiations with Saudi Arabia that would require Israel to make massive concessions in land to the Palestinians. While the two seem unconnected, students of history know that milestones in the “land for peace” process have always been accompanied by natural disasters.
More than 200,000 residents were left without power, and many roads, including part of the George Washington Memorial Parkway, were closed through early Monday morning as crews cleaned up fallen trees. More than 16,000 residents remained in the dark after the two-day storm passed.
A Virginia man was killed when a tree crashed down on his home. The Smithsonian National Zoo remained closed until the cleanup was complete.
The storm came in the wake of a three-day heat wave with unusually high temperatures. On Thursday, 60% of the U.S., or 200 million people, were placed under a heat advisory or flood warning or watch, according to the National Weather Service. The heat suddenly broke on Friday night, bringing winds gusting over 80 mph accompanied by torrential rainfall and frequent lightning. Thunderstorms continued into Saturday night. The storm was described as an intense microburst that often produces tornado-like damage. Many regions around the world are experiencing a multi-day heatwave that is one of the hottest on record.
The storm hit the nation’s capital directly after the White House announced that they are negotiating with Saudi Arabia. Media reports claim the negotiations include a normalization agreement with Israel that would require massive concessions to the Palestinians. It is unlikely that the current coalition government would agree to such a deal, and some sources are suggesting that the White House will turn to the leaders of the opposition parties in the hopes of forming a unity government devoid of right-wing parties that will appeal to the anti-Israel elements of the Democratic Party.
Biden’s history with natural disasters
While the connection between the negotiations and the storm may seem oblique at best, this phenomenon has happened many times before. The Australian state of Victoria plans to impose a ban on connecting natural gas pipes to new homes starting next year, Minister for Climate Action Lily D’Ambrosio announced on Friday.
The measure is a part of a state program aimed at cutting emissions and lowering energy bills. The gas sector reportedly accounts for 17% of the state’s greenhouse gas emissions.
“Reducing our reliance on gas is critical to meeting our ambitious emission reduction target of net zero by 2045 and getting more Victorians on more efficient electric appliances which will save them money on their bills,” D’Ambrosio said in a statement.
The new requirements will apply to all new public buildings yet to reach the design stage, including housing, schools and hospitals.
The southeast Australian state is expected to face gas shortages in the coming years, as production declines at offshore fields operated by Exxon Mobil, which have long provided fuel for the region.
The upcoming prohibition is not expected to resolve emission-reduction challenges, as new homes will depend on the coal-based power grid, according to a statement from the Australian Petroleum Production and Exploration Association, seen by Reuters.
In Victoria, which is heavily dependent on coal, electricity generation reportedly accounts for about half of the state’s carbon emissions.
“The Victorian Government is taking choice away from consumers for limited climate benefit while ignoring the fact that the best way to bring gas prices down is to invest in more gas supply,” Chief Executive Samantha McCulloch said, as cited by the news agency.

Russia and Ethiopia have signed a road map on nuclear energy cooperation, the head of Russian atomic energy major Rosatom, Aleksey Likhachyov, announced on Friday at the Russia-Africa Summit in St. Petersburg.
The agreement outlines steps the countries will take in 2023-2025 “to explore the possibilities of building a nuclear power plant of large or small capacity, as well as a nuclear science and technology center in Ethiopia,” the company said in a statement.
The Ethiopian delegation in St. Petersburg discussed nuclear cooperation with representatives of Rosatom and agreed to cooperate on developing the country’s nuclear industry, organize technical tours and seminars, and arrange meetings for specialized working groups.
Likhachyov also revealed that the BRICS New Development Bank will finance certain Rosatom projects, such as the construction of medical centers and small-capacity nuclear power plants.
“We have held large-scale talks with the BRICS New Development Bank and the president of the bank for the first time. Agreements were reached on financing certain projects in BRICS countries,” he said.
Russia is pushing towards wider nuclear cooperation with African countries and is progressing rapidly as a growing number of states have been working on the establishment of nuclear infrastructure over the past decade, according to Ryan Collier, CEO of Rosatom Central and South Africa.
“We’ve got Egypt, we’ve got 4,800 megawatts under construction currently and in Sub-Saharan Africa we are progressing. Nuclear projects are not happening overnight, there’s various key nuclear infrastructure that needs to be put in place before you can move forward with the project,” he told RT on the sidelines of the St. Petersburg summit.
He added that the nuclear power plant under construction in energy-strapped Egypt “will change the face” of the country by providing it with “clean base-loaded electricity.”
Run by Rosatom, the El Dabaa NPP will consist of four units using Russia’s VVER technology, each with a capacity of 1,200 MW and equipped with generation III+ VVER-1200 reactors, the most advanced technology currently available. Egypt expects the NPP to operate at full capacity by 2030.
Currently, Russia is the world’s “number one” in the nuclear energy sector and is ready to share its experience and technology with African nations, the head of the Coordinating Committee for Economic Cooperation with African Countries (AFROCOM), Igor Morozov, told RT at the summit.
“We’re creating a training center for nuclear energy specialists in Rwanda, a research and technology center which, I am sure, Rosatom will scale up in the future across the entire African continent,” Morozov said.
The Russian nuclear industry is essential for the operation of a large number power plants across the world. According to the World Nuclear Industry Status Report, of the 53 reactors under construction as of mid-2022, 20 were being built by Rosatom, 17 of which are outside Russia.
