Dozens of people have been killed in an Israeli air raid on the Jabalia refugee camp in northern Gaza, according to a medical official and Palestinian authorities in the besieged territory.

“More than 50 people have been killed,” Dr Atef al-Kahlout, director of the Indonesian Hospital, told Al Jazeera. He said the hospital was not yet able to provide the total number of casualties as it was still counting the victims.

The health ministry in Gaza said more than 50 people were killed and scores of others wounded in the Israeli bombardment.

“More than 50 martyrs and around 150 wounded and dozens under the rubble, in a heinous Israeli massacre that targeted a large area of homes in Jabalia camp in the northern [Gaza] Strip,” a health ministry statement said.

An Isaeli military official confirmed an attack on the Jabalia refugee camp.

“There was a very senior Hamas commander in that area,” Israeli army spokesperson Richard Hecht told CNN. “We’re looking into it and we’ll be coming out with more data as we learn what happened there.”

In footage of the scene after the strike on Jabalia, residents can be seen standing around large craters in the earth and piles of rubble as rescuers scramble to locate survivors under collapsed buildings.

“I went and saw the destruction… homes buried under the rubble and body parts and martyrs and wounded in huge numbers,” 41-year-old Jabalia resident Ragheb Aqal told the news outlet AFP.

The attack comes as Israel continues to pummel the Gaza Strip in a relentless bombardment, which Palestinian authorities say has killed 8,525 people, including more than 3,500 children, since fighting began on October 7.

Israel launched the assault after Hamas, the armed group that governs Gaza, carried out a devastating attack on southern Israel, killing at least 1,400 people, most of them civilians, according to Israeli authorities.

Israel has also imposed a “complete siege” on Gaza, severely restricting access to water, electricity, food, and fuel for the strip’s more than 2.3 million residents. United Nations officials have said that more than half of Gaza’s population has been displaced by the fighting.

Israel has expanded its ground operations in Gaza in recent days, with tanks and infantry engaged in battles with Palestinian fighters around Gaza City in the northern section of the strip.

The US has used the ongoing Ukrainian crisis to drive a wedge between Russia and the EU while alleviating its own economic troubles at their expense, Nikolay Patrushev, the head of Russia’s National Security Council, has said.

The security chef made the remarks on Tuesday during an offsite meeting of the council in the Siberian city of Tomsk. Patrushev squarely assigned blame for the destruction of the Nord Stream pipelines last fall to Washington, pointing out that the incident has greatly benefited the US.

“The US, using the Ukrainian crisis, managed to sever economic relations between Europe and Russia and eliminate its economic competitors. They solve their economic problems at the expense of other countries. And to make sure Europe could not receive gas from Russia, the Nord Streams were blown up,” Patrushev asserted.

The US has demonstrated a similar pattern in other regions as well, the security chief suggested, stating that Washington’s efforts to link the Ukrainian crisis to the new escalation in the Middle East between Israel and Hamas were an example of such behavior. Moreover, the US itself has largely provoked the new crisis in the region, the official asserted.

“They act in exactly the same way in Ukraine, where they provoked a coup d’etat, condoned the growth of neo-Nazi ideology, turned Ukraine into a testbed for military-biological experiments, turned a blind eye to the killings of civilians in Donbass, and prepared for military action against our country,” Patrushev told the council.

Now, he added, “representatives of NATO countries are already openly saying that Russia prevented them from approaching its borders, and the Ukrainians are an instrument for the West to contain Russia.” At the same time, the double standard and belligerent actions of the US – and the collective West that it leads – have severely damaged their own credibility, which is now effectively “exhausted,” he said.

The participation of the US non-profit organization RAND, which planned large-scale biological attacks, in the projects of the US Central Intelligence Agency (CIA) indicates that the research is inconsistent with Washington’s commitments on non-proliferation of biological weapons, Chief of the Russian Nuclear, Biological and Chemical (NBC) Protection Troops Lieutenant General Igor Kirillov said.

“The involvement of RAND, a nonprofit organisation that specialises in political issues, in the CIA biological projects also raises concerns. This organisation used artificial intelligence capabilities to plan large-scale biological attacks. It is obvious that such research is inconsistent with Washington’s commitment to nonproliferation of biological weapons,” Kirillov said at a briefing on US biological-military activities.

He specified that the US administration seeks to expand the scope of the program to create biological weapons. Thus, according to him, in March 2023, a new US strategy in the field of bioproduction, developed by the Defense Department, was approved. The document defines long-term goals for the development of biotechnology and the search for their military application.

“The RAND Report that is in our possession indicates that the use of such approaches ‘could assist in planning and implementing a biological attack.’ It is noted that the intelligent system is capable of picking the most appropriate type of biological formulation storage, selecting methods of masking, delivering, and applying pathogenic materials,” Kirillov pointed out.

He recalled that in October 2019, two months before the first official reports of the emergence of a new coronavirus infection, Johns Hopkins University held an exercise called Event 201 in New York City. “The event practised actions in an epidemic of a previously unknown coronavirus, which, according to the scenario, was transferred from bats to humans via an intermediate host,” the top defense official noted.

General Yahya Saree, the spokesman of the Yemeni armed forces said in a statement in the capital Sana’a on Tuesday that, “We launched a large number of ballistic and cruise missiles and a large number of drones at various targets of the Zionist enemy in the Palestine Occupied Territories.”

British lenders approved 43,328 mortgages in September, the lowest number since January, the Bank of England reported on Monday, adding to concerns about the housing market.

The figure was down from 45,400 in August, marking the third consecutive monthly decline. Statistics also show that net approvals for remortgaging dropped to 20,600 in September, the lowest level since January 1999.

Net borrowing fell to just under £1.4 billion ($1.7 billion) last month from £1.7 billion in August, according to the report.

“These dire mortgage approval figures from the Bank of England were always on the cards. The sentiment surrounding the mortgage and property market isn’t especially strong right now and these figures reflect that,” Gary Bush, a financial adviser at MortgageShop.com, told Sky News. “The remortgage numbers highlight very clearly how many people have no choice but to stay with their existing lender due to affordability reasons,” he said.

The Bank of England hiked interest rates for the 14th consecutive time on August 3, bringing the benchmark that underpins most mortgage lending rates to a 15-year high of 5.25%. The sharp increase in interest rates from an all-time low of 0.1% in November 2021 has been driving up the cost of mortgages, as the regulator sought to tackle high inflation. The central bank kept rates on hold in September and is widely expected to do so on Thursday.

A recent report by real estate firm Zoopla shows that home sales in the UK are on course to fall to the lowest level in more than a decade as a result of surging mortgage costs.

Hong Kong wrapped up the first phase of its CBDC pilot according to a report on Monday.

However, it’s still unclear if Hong Kong will seek to introduce e-HKD, the retail version of its CBDC.

Despite the uncertainty, the project highlighted potentially “unique” areas including atomic settlement, tokenization and programmability.   

The project found that the programmability of the CBDC may be able to “improve customer protections and promote trust” between businesses and consumers through smart contracts.

A “retail escrow product” was floated and tested by the China Construction Bank Asia and Hong Kong’s Bank of China. Essentially, consumers could put a prepayment in escrow for a good or service, and the funds would be distributed automatically upon completion of the service. CCB ran a similar test on subscription models, though it included a “refund mechanism.”

As for tokenization, not only could banks introduce tokenized deposits, basically the CBDC version of bank deposits, but there are benefits for retail users as well.

“When applied appropriately, tokenisation could enable asset owners to access marketplaces with increased liquidity, efficiency and transparency compared to conventional marketplaces,” the project wrote.

Atomic settlements allow for immediate transfer and settlement of assets. By ensuring that digital transactions are made and finalized quickly, the project believes that more businesses could utilize digital payments rather than cash. 

“The pain point of ‘last mile’ payment processing is the result of business, operational and technical factors. Whilst new technologies can facilitate the development of faster, more efficient processes, there is a crucial need for business stakeholders and intermediaries to review and align their processes and operational norms,” the Hong Kong Monetary Authority wrote.

The project tested using distributed ledger technology, while also weighing “non-DLT based designs.”

It has yet to settle on one specifically, noting that it could both utilize a DLT or build a design without one. While the HKMA notes that the program needs to weigh how a DLT could support use cases and scale, it did note that incorporating a DLT could be better for interoperability. 

However, the project is concerned about possible hiccups with transactions. 

“A non-DLT based design may also be easier and more cost-effective to run and govern as it is more aligned with today’s conventional payment systems,” the HKMA wrote.

Ramzan Kadyrov, the head of the Muslim-majority southern Russian region of Chechnya, has ordered the use of lethal force against potential rioters who would resist law enforcement. The threat comes after a crowd in neighboring Dagestan stormed an airport in an attempted anti-Jewish pogrom.

Speaking at a regional governmental meeting on Monday, Kadyrov said Chechen authorities would “apprehend and jail” any rioter, according to local media.

“Or, you know what, make three warning shots in the air, and if after that the person does not abide by the law – make the fourth shot in his forehead,” the senior official added, describing the instruction as an “order.”

The chilling warning comes after a mob, which was allegedly riled up by a Ukraine-linked social media channel claim that “refugees from Israel” were arriving in planes, breached the international airport in Makhachkala, Dagestan on Sunday night. Riot police were deployed in response to the emergency, with ensuing clashes resulting in 20 people being injured on both sides.

Russian President Vladimir Putin blamed the Ukrainian government and its Western backers for the crisis during a security council meeting on Monday.

“We know that [Stepan] Bandera and other accomplices of [Adolf] Hitler are lionized [in Ukraine]. We know that the leadership of Ukraine applauds the Nazis from World War II, who personally took part in the crimes of the Holocaust,” the Russian leader said.

“Now, directed by their Western patrons, [Kiev] wants to incite pogroms in Russia,” he alleged. “Scum they are. There is no other way to put it.”

In a separate post on social media on Monday, Kadyrov said young Muslims should take advice from their elders to avoid being manipulated into breaking the law.

“They have hurt themselves, their republic,” he said of the rioters in Dagestan. “I am sure that reputable individuals in Dagestan had called on them, explaining the senselessness of these actions and the Western manipulation, but they were not listened to. And what came out of it?”

He urged the youth to think before they act and not turn into a “mindless mob.”

The US government has agreed to buy Japanese seafood for its military to help mitigate the economic fallout from Japan’s decision to release radioactive wastewater from its destroyed Fukushima Daiichi Nuclear Power Plant into the Pacific Ocean.

The American armed forces will sign a long-term contract with Japanese seafood suppliers to help counter China’s ban on imports from Japan, US ambassador to Tokyo Rahm Emmanuel told Reuters in an interview on Monday. Japanese fish, scallops and other products will be served on US Navy ships and stocked in commissaries and mess halls at 17 American military bases in the region, he added.

Feeding Japanese seafood to US soldiers would not completely offset Japan’s loss of the massive Chinese market, Emmanuel conceded, but would make a statement about Beijing’s “economic coercion.” 

“The best way we have proven in all the instances to kind of wear out China’s economic coercion is come to the aid and assistance of the targeted country or industry,” he said.

China, formerly the largest importer of Japanese fish, banned all seafood imports from Japan in August, citing concern over possible radioactive contamination. Beijing slammed the Japanese government’s decision to start dumping Fukushima wastewater into the Pacific Ocean, calling the move “extremely selfish and irresponsible.” Russia followed suit earlier this month, suspending its imports of Japanese seafood.

The Japanese government has repeatedly defended its wastewater discharges as safe, and the International Atomic Energy Agency (IAEA) backed the plan. China’s Foreign Ministry responded to the IAEA’s claims by suggesting that those who think the releases are safe should “drink or swim in” Fukushima wastewater themselves.

Emmanuel has mocked Chinese leaders on social media and claimed in an interview earlier this month with Japan’s Sankei newspaper that Beijing lacked any scientific basis for raising concerns over the Fukushima discharges. He told Reuters that despite China barring imports of seafood harvested by Japanese fishermen, it has continued to allow sales of fish caught by Chinese crews in Japanese waters.

Asked whether he was “hawkish” on China, Emmanuel told Reuters that he was merely being honest and realistic. “Maybe honesty is painful, but it’s honest,” he said.

“The responsibility of diplomats is to promote friendship between countries, rather than smearing other countries and stirring up trouble,” Chinese Foreign Ministry spokesman Wang Wenbin told reporters on Monday, in response to Emmanuel’s latest comments.

Reuters said the first purchase under the US military’s new seafood deal with Japan will total less than one metric ton of scallops. By comparison, Japan exported more than 100,000 metric tons of scallops to China last year.

A tsunami triggered by a 9.0-magnitude earthquake in 2011 flooded the Fukushima Dai-Ichi plant, causing its three reactors to melt down. The disaster ranks as the world’s worst nuclear accident since the 1986 Chernobyl explosion.

Vladimir Putin will now see Israel as an “enemy” as he moves closer to Iran and sides with Hamas in the Middle East, a former speechwriter for the Russian President tells Daily Express US.

Hamas has called Russia its “closest friend” as the terror group vows to release eight Russian hostages kidnapped during its October 7 attack in Israel.

Putin appears to be breaking from his previous line of neutrality over Israel and Palestine. This week he called on Israel to cancel its ground invasion into Gaza.

Abbas Gallyamov, a former speechwriter for Putin from 2008-2012 who lives in Tel Aviv, tells Daily Express US that Putin has become more reliant on Iran for weapons, and this is why he has shifted to a more pro-Palestine stance.

He said: “For many years Putin was really skilfully keeping a middle ground between Israel and Iran, but recently Russia became dependent on Tehran because of arms deliveries.

“He lost his chance to be an independent player. It was probably that Iran said ‘we support you in Ukraine, you support us in the Middle East’.

“Putin had to follow Tehran. In the Middle East, Russia is quickly turning into another Iran proxy just like Hamas and Hezbollah.”

Mr Gallyamov was placed on on a wanted list of criminal suspects in Russia earlier this year because of his criticism of the invasion of Ukraine.
