The idea that Ukraine could cede territories that it lost to Russia in exchange for NATO membership remains unacceptable, Ukrainian Foreign Minister Dmitry Kuleba told journalists on the sidelines of a NATO meeting in Brussels on Wednesday.

The idea has been floated by former senior NATO officials, including ex-Secretary General Anders Fogh Rasmussen and ex-Supreme Allied Commander Europe James Stavridis. Kuleba blasted the proposal ahead of a NATO-Ukraine Council of foreign ministers.

Supporters of the plan should tell other nations to make similar concessions, “and if they do so, then I am ready to listen to their arguments,” he said.

The minister also dismissed the notion that there was “fatigue” with the conflict in Western nations, insisting that a shortage of arms deliveries was not related to it.

Last week, the German tabloid Bild claimed that American and German officials wanted Kiev to compromise and hold peace talks with Moscow. As the biggest providers of aid to Ukraine, the two nations are restricting supplies of new weapons to a bare minimum necessary to avoid a full collapse of the Ukrainian army, the newspaper suggested.

Kuleba was asked about the “elephant in the room” during a joint briefing with EU foreign affairs chief Josep Borrell in Brussels. He mused that “all the right elephants are on our side,” before stressing: “No, I don’t feel any pressure.”

Discussing arms supplies at NATO HQ, the minister said he had “no reason” to believe that Western failure to deliver as much as Kiev expected was due to a “lack of political will.”

“But I do have good reasons to believe that a lot of [technical work] needs to be done to deliver in this area,” he added.

Kuleba noted that out of the 1,000,000 artillery shells that the EU pledged to send to Ukraine in 2023, only some 300,000 have arrived.

Kiev remained firm in its war goals, the minister said, vowing that “nothing will stop us.” He called sponsoring Ukraine instead of sending their own troops to fight Russia a “fair deal” for the West.

“You give us all what we need, we do the fight. We are not asking you to sacrifice your lives,” he described the arrangement.

Moscow has called the Ukraine conflict a US-led proxy war against Russia, in which the Ukrainian people are used as “cannon fodder.” The Russian Defense Ministry has estimated Ukrainian losses in its Western-backed counteroffensive this year at over 100,000 troops.

Another UK city effectively declares bankruptcy

The UK city of Nottingham, home to folklore legend Robin Hood and birthplace of iconic designer Sir Paul Smith, effectively declared itself bankrupt on Wednesday.

In a statement, Nottingham City Council announced it has a huge budget gap and is unable to balance the books for the 2023-24 financial year. The authority issued a section 114 notice, meaning it will shut down all new spending, with the exception of funding for vulnerable groups and for statutory services such as social care and waste collections.

According to earlier reports, Nottingham is headed for a £23 million ($29.1 million) budget overspend this year. The city council said a recent surge in social care demands for children and adults, rising homelessness, and persistently high inflation are putting additional strain on the budget.

However, the authority also has to deal with financial troubles piling up from previous years, such as the collapse of the council-run Robin Hood energy scheme in 2020, which cost taxpayers some £38 million.

Council leader David Mellen insisted to the BBC that the city “will continue to pay our bills.” He previously blamed the city’s financial woes on the year-on-year reduction of funding from central government, estimated at some £100 million annually over the past decade. In his statement on Thursday, Mellen warned that the lack of state support was a countrywide problem and said more cities could go insolvent.

“Councils are using their reserves in greater value than us this year to solve their budget problem, and unless the government come forth with proper funding of social care, they will be in problems next year. This is a national thing where local government is being starved of resources,” he stated.

A meeting of all city councilors is expected within the next 21 days to discuss the situation in Nottingham and ways to fix it.

Nottingham is not the first UK city to find itself in financial distress in the past several months. In September, Birmingham, the largest metropolitan area in the country outside of London, issued its own section 114 notice over a £760 million equal pay bill. Overall, 13 UK local authorities have issued section 114 notices since 2018. Prior to that, the last such notice had been filed in 2000.

Humanity experiencing climate collapse – UN

Humankind is “living through climate collapse in real time,” UN Secretary-General Antonio Guterres claimed in a speech on Thursday. Rising global temperatures have made 2023 the hottest year on record and contributed to unprecedented melting of ice caps and glaciers, according to UN data.

A provisional report by the UN World Meteorological Organization (WMO) confirmed that 2023 is set to be the warmest year on record, with average global temperatures rising to 1.4 degrees Celsius over pre-industrial levels. Released on Thursday, the report also stated that sea levels have risen twice as fast over the last decade than they did in the ten years after satellite records began in 1993, and that the extent of Antarctic sea ice this year was the lowest on record.

“We are living through climate collapse in real time, and the results are devastating,” Guterres said in a video message to the UN’s COP28 climate conference in Dubai. “Record global heating should send shivers down the spines of world leaders. And it should trigger them to act.”

The UN’s Intergovernmental Panel on Climate Change (IPCC) blames the rising temperatures on mankind’s carbon emissions. In a press release earlier this month, the UN stated that global emissions must fall by 28% to stop temperatures rising past 2 degrees above pre-industrial levels, while remaining within the 1.5 degree limit will require a 42% cut.

UN members need to “triple renewables, double energy efficiency… and phase out fossil fuels,” Guterres said in his address.

It is unclear whether COP28, which runs from Thursday until December 12, will result in any new multilateral commitments to reduce fossil fuel usage. EU ministers failed to agree on a deadline for ending fossil fuel subsidies when they met in Luxembourg, while France and Germany have brought coal power plants back online to make up for the energy shortfall since they embargoed Russian gas.

In the developing world, a lack of funding is impeding the transition to renewable energy, Indian Finance Minister Nirmala Sitharaman said at the inaugural India Global Forum Middle East and Africa 2023 earlier this week. Furthermore, as the Indian government seeks to boost electric car ownership, the country will need to burn a billion tons of coal per year by 2031 to charge these vehicles, a 22% increase over current consumption, according to government figures.

Wealthy countries must honor their promise to deliver $100 billion per year to fund climate projects in the developing world, Guterres said, as well as doubling their funding for countries transitioning to green energy.

“The reality is that without much more finance flowing to developing countries, a renewables revolution will remain a mirage in the desert. COP28 must turn it into a reality,” UN Climate Change Executive Secretary Simon Stiell said on Thursday. “COP28 cannot be just a photo-op.”

The LAPD rolls out controversial mass surveillance tracking software

The LAPD has purchased controversial mass surveillance software that allows police to track individuals using geolocation data.

The company that provides the software, called WebLoc, is Cobwebs Technologies. The Israeli company was founded by three IDF veterans in 2015 and has previously sold contracts to the IRS and the Texas State Police. Each contract costs around $200,000 per year.

The LAPD’s contract with Cobwebs Technology was revealed in a report from Knock LA, which obtained documents via freedom of information requests.

According to the outlet, the LAPD contracted with the Israeli firm in October 2022 and plans to use its technology for a full year before auditing its use and compiling a report.

Cobwebs’ system has two main platforms. The first is Tangles, which the company previously described in a now-deleted press release as a web intelligence platform that allows users to search the open web, social media, dark web, and deep web.

Tangles can be AI-enabled with “image recognition, face recognition, OCR [optical character recognition] capabilities, NLP [natural language processing] and more,” the press release stated.

The second is WebLoc, which another now-deleted webpage on Cobwebs’ site described as a location intelligence system. WebLoc “provides access to vast amounts of location-based data in any specified geographic location.”

This allows users—law enforcement, in the case of the Texas State Police or the LAPD—to track individuals’ geolocation data. WebLoc offers “deep analysis of geofences and threat actors, location history and detailed data discovery,” as well as “live data updates” and “real-time alerts” about changes in an individual’s location.

According to Cobwebs’ website copy, WebLoc “compiles and enriches different types of large datasets of location-based data points, to be used for deep geolocation analysis.

The information is displayed “on a simple and map-centric interface which allows users to conduct a map-based and visual investigation, integrated with our industry-leading web intelligence solution.”

Previous reporting has indicated that WebLoc’s vast troves of information were likely obtained from mobile data brokers, companies that gather information on an individual’s online footprint to be sold to businesses, often for advertising purposes.

The use of information from data brokers has allowed law enforcement to bypass the requirement to obtain a warrant.

Taiwan’s health ministry has told its vulnerable populations ‘not to travel to China unless necessary’, it revealed in a statement Thursday.

China’s Foreign Minister Wang Yi insisted hours before the new travel order that authorities have the situation ‘under effective control’.

China’s Foreign Minister said on Wednesday that the rise in respiratory illnesses in China was a common issue faced by all countries and that Chinese authorities have it under effective control.

‘That is a very common phenomenon in many countries, and in China that has been put under effective control,’ he told reporters at the United Nations in New York.

‘China’s interactions with the international community will not be affected by any factors, and we welcome more visits from friends from across the world,’ he said.

Denmark and the Netherlands are reporting similar surges in pediatric pneumonia, as is Sweden – which did not lock down at all during Covid, raising more questions about the source of the outbreaks.

China’s wave of cases sparked global concern due to its lack of transparency when Covid was first spotted in Wuhan in late 2019, shortly before the virus swept the globe.

And yesterday the World Health Organization (WHO) requested more data from China on its outbreak of pneumonia in children.

Dr Maria Van Kerkhove, a WHO epidemiologist, said the agency was ‘following up with China’ as hospitals across the country continue to be overwhelmed.

BEIRUT, November 30. /TASS/. The Izz ad-Din al-Qassam Brigades, which is the military wing of Hamas, has claimed responsibility for the recent attack in Jerusalem.

“The Izz ad-Din al-Qassam Brigades claim full responsibility for the heroic operation that was carried out this morning at the northwestern entrance to the occupied city of Jerusalem,” the group said in a statement on Telegram.

The group said the attack was carried out in retaliation for Israeli crimes, the killing of children and women in the Gaza Strip and the West Bank, as well as the desecration of the Al-Aqsa Mosque.

The Israeli radio station Kan said two Palestinians from East Jerusalem used firearms to carry out a terrorist attack at the entrance to the city from the direction of Tel Aviv. The radicals, one armed with an M-16 assault rifle and the other with a pistol, got out of a car and opened fire at people at a bus stop. They were gunned down by Israeli soldiers.

New footage has been released by the Iranian military, which has deployed an unmanned aerial vehicle (UAV) in the Persian Gulf region where the USS Eisenhower strike group entered on November 26, 2023 and was tracking its course, a fact that was initially disputed in on social media, but was later confirmed by US officials.

In particular, the Fox News Pentagon correspondent stated in a post on the “X” platform that:

“An Iranian drone flew near the USS Eisenhower in the Persian Gulf today, a US official said. The aircraft carrier strike group was in international waters and the Iranian drone ignored multiple warnings, an action that was dangerous and unprofessional.”

At yesterday’s press briefing, a spokesperson for the US Department of Defense referred to the incident and stated that US forces are aware of the incident and have begun procedures to further investigate it.

The USS Eisenhower aircraft carrier strike group entered the Persian Gulf to continue its mission, which includes, among other things, patrols to ensure free navigation in strategically important international sea lanes.

The aircraft carrier USS Eisenhower made the specific crossing on Sunday, November 26, accompanied by the cruiser USS Philippine Sea of the Ticonderoga class, the destroyers USS Gravely (DDG 107) and USS Stethem of the Arleigh Burke class and also by the French frigate Languedoc of the Aquitaine class (FREMM).

An Israeli-owned ship was attacked on Friday by an Iranian-made Shahed-136 drone in the Indian Ocean, a US military official said.

An alarming spike in pneumonia cases among children has been detected in the Netherlands, mirroring a similar surge in China.

Dutch health experts say a striking number have been sickened since rates began soaring in August, with most cases among those aged five to 14.

Surveillance data shows rates of the illness, which can prove life-threatening, are already nearly twice as high as the peak recorded last year.

It comes as China battles its own ‘mystery’ pneumonia cluster, with media stating hospitals as being ‘overwhelmed with sick children’.

Terrifying footage reminiscent of scenes during Covid’s darkest days shows health workers in hazmat suits, gloves and masks spraying disinfectant through schools, hallways and outdoors.

Beijing officials have ruled out a new virus as being to blame for the spike. Instead, they insist the rise is down to a surge in seasonal illnesses as the country faces its first full winter without Covid-era curbs.

But UK officials have publicly said they are keeping an ‘open mind’ over what could be behind the spike. The Netherlands Institute for Health Services Research (NIVEL) said a higher number of patients with pneumonia than expected have been visiting their GP since August.

The illness — inflammation of the lungs — is typically caused by a bacterial or viral infection and gets better within two weeks. A cough, shortness of breath and a fever are tell-tale signs.

However, some people can become very unwell, especially the over-65s, babies or young children and those with lung conditions. In the week ending November 16, NIVEL data shows 103 per 100,000 children aged five to 14 were diagnosed with pneumonia.

At the peak last year, there were just 58 cases per 100,000. Data from GP practices also show that more patients aged 15 to 24 are presenting with pneumonia than usual, according to the NIVEL.

Cases are also on the rise among under-fours, though levels remain lower than pre-pandemic. However, infections are on the decline among under-65s.

NIVEL did not explain what is to blame for the sharp uptick. However, the Netherlands is currently facing an increase in cases of flu, Covid and RSV. All three viruses can cause pneumonia.

The Netherlands cluster also seemingly pre-dates China’s, which was not reported as increasing until November. Professor Ian Jones, a virologist at Reading University, told MailOnline that it’s ‘not clear why’ the Netherlands is seeing a rise in pneumonia cases — unless they are tracking their data ‘better than elsewhere’.

He said: ‘It could be a local seasonal epidemic that just happens to be co-incident with the cases in China. ‘Pneumonia can have many causes so I doubt this can be analyzed properly until the underlying infection(s) is defined.’

Officials in Beijing first reported an increase in respiratory diseases during a press conference on November 13, which they attributed to lifting lockdown restrictions.

Similar patterns had been seen worldwide as measures brought in to reduce the spread of Covid — such as face masks, social distancing and lockdowns — interrupted the spread of typical seasonal viruses. As a result, immunity against the bugs dropped across populations, meaning people were more vulnerable as measures were lifted.
