Two Iranian border guards and one Taliban fighter have been killed after shooting broke out near a border post between Iran and Afghanistan, sharply escalating rising tensions between the two countries amid a dispute over water rights.

“Today, in Nimroz province, Iranian border forces fired toward Afghanistan, which was met with a counter-reaction,” Afghan interior ministry spokesman Abdul Nafi Takor said in a statement.

“The situation is under control now. The Islamic Emirate [Afghanistan] does not want to fight with its neighbours,” the spokesman said, without identifying the victims.

He said one person had been killed on each side and several injured. However, Iran’s official IRNA news agency later said two Iranian border guards had been killed and two Iranian civilians injured.

The semiofficial, English-language newspaper Tehran Times said three Iranian border guards were killed.

The violence came as Iranian President Ebrahim Raisi this month warned the Taliban not to violate a 1973 treaty by restricting the flow of water from the Helmand River to Iran’s eastern regions. Afghanistan’s Taliban rulers have denied the accusation.

Enayatullah Khowarazmi, Taliban Ministry of Defence spokesman, said “Unfortunately, today once again in the border areas of Kong district of Nimroz province, there was a shooting by Iranian soldiers, [and] a conflict … broke out.”

“The Islamic Emirate of Afghanistan considers dialogue and negotiation to be a reasonable way for any problem. Making excuses for war and negative actions is not in the interest of any of the parties,” Khowarazmi said.

Iran, in turn, accused Taliban forces of shooting first.

IRNA quoted Iran’s deputy police chief, Qasem Rezaei, as saying, “Without observing international laws and good neighbourliness, Taliban forces started shooting at the Sasoli checkpoint … drawing a decisive response.”

Following the clash, Iranian authorities closed the Milak-Zaranj border post, a major commercial crossing – and not the site of the clash – until further notice, IRNA said.

According to the outlet, Iran’s border guards said in a statement they had “used their superior heavy fire to inflict casualties and serious damage”.

The advocacy group HalVash, which reports on issues affecting the Baluch people in the predominately Sunni province of Sistan and Baluchestan, quoted residents in the area as saying that the fighting took place near the Kang district of Nimroz. It said some people in the area had fled the violence.

Water rights
Raisi’s remarks directed to the Taliban on Iran’s rights were some of the strongest yet over the long-running concerns about water in Iran. The Helmand River, which is more than 1,000 kilometres long and flows across the border, is being dammed on the Afghan side to generate electricity and irrigate agricultural land.

Drought has been a problem in Iran for some 30 years, but has worsened over the past decade, according to the UN’s Food and Agriculture Organization (FAO). The Iran Meteorological Organization says that an estimated 97 percent of the country now faces some level of drought.

Earlier on Saturday, the Taliban’s acting Foreign Minister Amir Khan Muttaqi met an Iranian envoy to Afghanistan to discuss the Helmand River water rights, according to tweets from Afghan Ministry of Foreign Affairs official Zia Ahmad.

But tensions have otherwise been rising. Another video posted online in recent days purportedly showed a standoff with Iranian forces and the Taliban as Iranian construction workers tried to reinforce the border between the two countries.

In recent days, pro-Taliban accounts online also have been sharing a video with a song calling on the acting defence minister, Mullah Mohammad Yaqoob, to stand up to Iran. Mullah Yaqoob is the son of Mullah Mohammad Omar, the Taliban’s late founder and first supreme leader.

The Pentagon’s attempts to reach out to China’s military in recent months have been ignored or rebuffed, Ely Ratner, US Assistant Secretary of Defense for Indo-Pacific Security Affairs, has claimed.

Secretary of Defense Lloyd Austin “believes in the importance of open lines of communication with the PRC [People’s Republic of China] and we have sought to build out those open lines of communication. Unfortunately… we’ve had a lot of difficulty when we have proposed phone calls, meetings, dialogues,” Ratner said during an event hosted by the Center for Strategic and International Studies in Washington on Thursday.

The Chairman of the Joint Chiefs of Staff, General Mark Milley, along with the head of US Indo-Pacific Command Admiral, John Aquilino – and other uniformed and civilian officials – have asked Beijing for dialogue, but “those requests [were] rejected or not answered,” he said.

“The US and Department of Defense have had an outstretched hand on this question of military to military engagement, but we have yet to have consistently willing partners,” Ely Ratner explained.

Dialogue between military officials of the two countries is crucial “to prevent misperception and miscalculation and to prevent crises from spinning out of control,” the official insisted.

In the latest example, the Pentagon’s request for talks between Austin and his Chinese counterpart Li Shangfu at the Shangri-La Dialogue Forum in Singapore next week “has not been answered one way or another,” Ratner noted.

According to a report by the Financial Times, Beijing told Washington earlier this month that “there is little chance” of Li sitting down with Austin in Singapore due to sanctions placed on the Chinese defense chief over his alleged involvement in the purchase of Russian advanced weapons. However, Ratner claimed that those restrictions in no way prevent Li from holding talks with his US counterpart. “The ball is in their court at this point,” he said.

The US and Chinese defense chiefs last negotiated at the Association of Southeast Asian Nations summit in Cambodia in November. At the time, Wei Fenghe was China’s defense minister. Austin and Li – who was appointed to his post in March – have yet to meet face-to-face.

Relations between Beijing and Washington have been severely strained since last August, when US House Speaker Nanacy Pelosi visited the self-governed island of Taiwan, which China views as part of its territory. They deteriorated further after the so-called “spy balloon” incident in February. Washington claimed it shot down a Chinese surveillance aircraft over its territory, while Beijing said it was merely a weather balloon, which had strayed into the US by accident. A visit to China by US Secretary of State Antony Bliken, which had been postponed over the crisis, has not happened to this day.

Last week, China’s top diplomat Wang Yi and White House National Security Adviser Jake Sullivan held a meeting in the Austrian capital, Vienna. According to Washington, both sides agreed that the incident in February was “unfortunate” and pledged to “reestablish standard, normal channels of communications.” Chinese officials described the meeting as “substantive,” adding that Beijing would “continue to make good use of this channel of strategic communication,” the state-run Xinhua news agency reported.

A UK-centered bank with $28 billion in assets under management is demanding customers explain why they are withdrawing cash.

NatWest bank says if the answer is not satisfactory, it will force customers to provide documentation proving there’s a legitimate reason for taking their money out.

The bank says the procedures are designed to protect its customers from scams.

“Cash withdrawals are the least secure way of making payments given the number of other alternative options available through our Online Banking and Mobile App services…

Our primary aim is to keep customers safe and secure, and our branches follow our processes carefully to achieve this. This will include asking you questions about the purpose of your cash withdrawal, and in some cases, for supporting documentation such as an invoice. This helps us validate the withdrawal as genuine and protect you against fraud and scams.”

NatWest says it will block customers from withdrawing cash if they believe there’s an issue.

“In some instances, we may decline the cash withdrawal based on the information provided surrounding the transaction. This would only ever be in situations where we need to safeguard our customers.”

In addition to outlining the details on its website, NatWest is also posting notices on its brick-and-mortar branches.

NatWest says it also requires customers who want to withdraw more than £20,000 alert the bank ahead of time and give three-days notice.

For withdrawals between £5,000 and £19,999, the bank says it’s “advisable” for customers to give 24 hours notice.

The US, UK and Australia have shown off new AI-powered drone swarms, marking the first-ever collaboration on autonomous UAV technology between the members of the AUKUS security pact, described by officials as a way to counter China.

The allies carried out the three-way “capabilities trial” late last month in Wiltshire, Britain, where they achieved the “live collaborative retraining of models in flight and the interchange of AI models between AUKUS nations” for the first time, according to the US military.

“The work saw the initial joint deployment of Australian, UK and US AI-enabled assets in a collaborative swarm to detect and track military targets in a representative environment in real time,” the Pentagon said in a statement on Friday.

Formed in 2021 as a way to deter China in the Indo-Pacific region, the AUKUS pact has repeatedly come under fire from Beijing. Under the “Pillar I” of the deal, the United States pledged to furnish nuclear submarine technology to Australia “at the earliest date possible.”

Hosted by the UK’s Defence Science and Technology Laboratory, the drone tests were conducted as part of “Pillar II” of the AUKUS partnership, which calls to “develop and provide joint advanced military capabilities” between the three allies in order to “promote security and stability in the Indo-Pacific region.”

The Chinese Foreign Ministry insists that the new military initiatives will only “motivate an arms race, damage the international nuclear nonproliferation regime and harm regional stability and peace,” urging the three members to stop “ignoring the concerns of the international community.”

While officials have not offered extensive details about the UAV trials, the British military said they involved “more than 70 military and civilian defense personnel and industry contractors,” who tested swarms of Blue Bear Ghost and Boeing/Insitu CT220 drones.

UK forces provided several tanks and armored vehicles for the demo, while private contractors supplied a number of self-propelled howitzers and Soviet-era BMP vehicles produced in the former Czechoslovakia. The gear was used to test the drones’ ability to track military targets on the battlefield.

“This trial demonstrates the military advantage of AUKUS advanced capabilities, as we work in coalition to identify, track and counter potential adversaries from a greater distance and with greater speed,” British Lt. Gen. Rob Magowan, a senior Defence Ministry official, said in a statement.

The Australian military stated that the tests “achieved several world firsts,” including the live retraining of the drone swarms in flight.

Russia also sees the West’s expansion of its military presence in Asia as a risk that could lead to prolonged conflict. “I cannot imagine the great Asian civilizations toeing the line the way the EU unfortunately did, and obediently delivering Washington’s agenda,” Russian Foreign Minister Sergey Lavrov said in March.

The managing director of the International Monetary Fund (IMF) Kristalina Georgieva has criticized Washington’s ongoing debt-ceiling impasse between the Biden administration and top Republican figures, saying a US default would have a significant ripple effect on the world’s economic prosperity.

“The US Treasury market is the anchor of stability for the global financial system,” Georgieva said at a press conference on Friday following the IMF’s Article IV consultation with US economic figures. “You pull the anchor and the world economy – this ship on which we all travel – is in choppy, and, even worse, uncharted waters.”

Georgieva added that “right now, the most significant impact is anxiety around the world over something that should not be a problem to begin with,” and that default would “inevitably” prompt a contraction of the US and global economies. This would also, she said, be a “shock upon shock upon shock” for financial institutions still reeling from the one-two punch of the Covid-19 pandemic and vulnerabilities related to Moscow’s military operation in Ukraine

Talks between officials in the Biden administration and a team of Republican delegates led by House Speaker Kevin McCarthy have remained deadlocked for much of the past week.

Both sides have signaled belief that a breakthrough might be forthcoming, which would prevent a default early next month that would see Washington unable to make required payments to its bondholders. Experts, including Moody’s Analytics and the American Enterprise Institute, predict that this scenario would be economically devastating and could cause a global financial crisis.

US Treasury Secretary Janet Yellen said on Friday that she had moved the so-called ‘X-Date’ – when the Treasury would run out of funds to meet its required payments – to June 5 from an earlier estimate of June 1.

The US Treasury must make payments of around $92 billion in the first week of June – a figure in excess of the amount of funds predicted to be available – unless the US raises its debt ceiling. Republican negotiators are demanding concessions from the Biden administration, including imposing federal spending cuts and future restrictions on spending.

President Joe Biden insists on approving the raising of the debt ceiling with no strings attached, saying that the United States always pays its bills on time.

Ukraine has asked Berlin to provide it with long-range air-launched missiles that could potentially reach Moscow, a spokesperson for Germany’s Defense Ministry confirmed on Saturday.

On Friday, the Frankfurter Allgemeine Zeitung newspaper reported, citing two unnamed “insiders” within the German military, that Ukraine “urgently wants” Swedish-German Taurus missiles. These munitions could be allegedly placed on US-made F-16 fighters, which are now being considered for delivery to Kiev by several Western countries.

Ukrainian President Vladimir Zelensky is said to have asked for the missiles during his meeting with German Chancellor Olaf Scholz in Berlin earlier this month. For now, it is unclear whether Berlin, which earlier said it did not have any F-16s to send to Kiev, will grant this request.

The report said the demand presents Berlin with a dilemma, as some in the German government doubt whether Ukraine would sensibly use such a weapon – which can travel 500km (310 miles) and is armed with a 500kg warhead. As Kiev may use the Taurus to strike Moscow from the border, “some fear that in a situation of dire need, Kiev could allow the war to escalate uncontrollably,” the paper added.

According to the outlet, another problem is that the Taurus needs extremely precise and up-to-date information to stage attacks, raising questions as to whether Berlin would be willing to share such data with Kiev.

Earlier this month, the UK decided to supply Ukraine with Storm Shadow missiles with a range of over 250km (155 miles), with Moscow’s Foreign Ministry condemning the move as another step towards a “serious escalation.” Later, the Russian Defense Ministry said that Kiev used the weapon to conduct a strike on civilians in the Donbass city of Lugansk, resulting in six children injured, according to local authorities.

Even without long-range missiles, earlier this month Kiev unsuccessfully attempted to conduct a strike on the Kremlin using two drones, which according to Moscow was an attempt to assassinate Russian President Vladimir Putin. Kiev has denied any involvement, with Ukrainian President Vladimir Zelensky claiming that “we fight on our territory” and “we don’t have… enough weapons for this.”

China on Friday once again disregarded Vietnam’s exclusive economic zone (EEZ) and deployed a research ship along with five escort vessels to an area where a Russian state firm jointly operates a gas block with Hanoi in the energy rich South China Sea.

The move is Beijing’s latest escalatory step in the region after it first sent in the research vessel earlier this month along with at least one Chinese coast guard ship and nearly a dozen other vessels, Reuters reported.

The research ship, Xiang Yang Hong 10, on Friday crossed a gas block known as 04-03 operated by Vietsovpetr, a joint venture between Russian-owned Zarubezhneft and PetroVietnam.

The news comes one day after Vietnam called on the Chinese vessel to leave the area near the Spratly Islands after it first entered the region May 7.

China has attempted to lay sovereign claim over the entire South China Sea, recently increasing its aggressive posture against neighboring nations with jurisdictional rights in the vast body of water like the Philippines, Taiwan, Malaysia and Vietnam.

Vietnam on Thursday issued a rare public statement demanding that the Chinese vessels leave the area after they crossed block 129, which is also operated by Vietgazprom.

Chinese spokesperson Mao Ning responded to questions by reporters Friday following the statement and said Beijing had sovereignty over the Spratly Islands and jurisdiction over adjacent waters.

“Relevant ships of China carry out normal activities under China’s jurisdiction. It is legitimate and lawful,” she claimed. “There is no issue of entering other countries’ exclusive economic zones.”

International ships are allowed to cross other nations’ exclusive economic zones as they are not direct territory of any specific sovereign, though nations do have jurisdictional rights over those areas under international law that grant them special rights regarding exploration, use of marine resources and energy production.

Ray Powell, who leads Stanford University’s Project Myoushu on the South China Sea, described the blatant disregard for Vietnam’s exclusive economic zone as the most significant incursion in the region since 2019 and a “worrying escalation.”

Hundreds of people have traveled to the Benedictines of Mary, Queen of Apostles Monastery, in rural Missouri to view a nun’s body which appears to show no signs of decay approximately four years after her death, according to CNN.

The body of Sister Wilhelmina Lancaster, who died at age 95 in 2019, was exhumed “roughly four years later” so it can be moved to its final resting place inside a monastery chapel, the Catholic News Agency reported.

When the coffin was unearthed, Lancaster’s body was apparently “incorrupt,” which in Catholic tradition refers to the preservation of the body from normal decay. The remains were intact even though the body had not been embalmed and was in a wooden coffin, according to the news outlet.

The discovery has captured the attention of some members of the church, and prompted an investigation. The Diocese of Kansas City-St. Joseph issued a statement about the discovery.

“The condition of the remains of Sister Wilhelmina Lancaster has understandably generated widespread interest and raised important questions,” the diocese said.

“At the same time, it is important to protect the integrity of the mortal remains of Sister Wilhelmina to allow for a thorough investigation… Bishop [James] Johnston invites all the Faithful to continue praying during this time of investigation for God’s will.”

The statement from the diocese notes “Incorruptibility” is very rare, and a “well-established process to pursue the cause for sainthood,” but the process has not begun in Lancaster’s case.

Expecting to find bones, the Benedictine Sisters instead unearthed a coffin with an apparently intact body, even though the body was not embalmed and the wooden coffin had a crack down the middle that let in moisture and dirt for an unknown length of time during those four years.

“We think she is the first African American woman to be found incorrupt,” the current abbess of the community, Mother Cecilia, OSB, told EWTN’s ACI Group on Saturday. As the head of the monastery, it was her role to examine what was in the coffin first.

The body was covered in a layer of mold that had grown due to the high levels of condensation within the cracked coffin. Despite the dampness, little of her body and nothing of her habit disintegrated during the four years.

The shock was instant for the community who had gathered to exhume her. “I thought I saw a completely full, intact foot and I said, ‘I didn’t just see that,’” the abbess said. “So I looked again more carefully.”

After she looked again, she screamed aloud, “I see her foot!” and the community, she said, “just cheered.” “I mean there was just this sense that the Lord was doing this,” she said. “Right now we need hope. We need it. Our Lord knows that. And she was such a testament to hope. And faith. And trust.”

The Catholic Church has a long-standing tradition of so-called “incorruptible saints,” more than a hundred of whom have been beatified or canonized. The saints are called incorruptible because years after their death parts of or even the entirety of their bodies are immune to the natural process of decay. Even with modern embalming techniques, bodies are subject to natural processes of decomposition.

According to Catholic tradition, incorruptible saints give witness to the truth of the resurrection of the body and the life that is to come. The lack of decay is also seen as a sign of holiness: a life of grace lived so closely to Christ that sin with its corruption does not proceed in typical fashion but is miraculously held at bay.

Researchers from Fred Hutchinson Cancer Center in Seattle, Scripps Research in La Jolla, California, IAVI and other collaborating institutions have characterized robust T-cell responses in volunteers participating in the IAVI G001 Phase 1 clinical trial to test the safety and immune response of a self-assembling nanoparticle HIV vaccine.

Their work, published in Science Translational Medicine, signals a major step toward development of a vaccine approach to end the HIV/AIDS epidemic worldwide. The antigen used in this study was jointly developed by IAVI and Scripps Research and has been shown in previous analyses to stimulate VRC01-class B cells, an immune response considered promising enough for boosting in further studies.

We were quite impressed that this vaccine candidate produced such a vigorous T-cell response in almost all trial participants who received the vaccine. These results highlight the potential of this HIV-1 nanoparticle vaccine approach to induce the critical T-cell help needed for maturing antibodies toward the pathway of broadly neutralizing against HIV.”

However, she added, this is the first step, and heterologous booster vaccines will still be needed to eventually produce VRC01-class broadly neutralizing antibodies, which in previous studies have demonstrated the ability to neutralize approximately 90% of HIV strains.

“We showed previously that this vaccine induced the desired B-cell responses from HIV broadly neutralizing antibody precursors. Here we demonstrated strong CD4 T-cell responses, and we went beyond what is normally done by drilling down to identify the T cell epitopes and found several broadly immunogenic epitopes that might be useful for developing boosters and for other vaccines,” William Schief, PhD, executive director of vaccine design for IAVI’s Neutralizing Antibody Center at Scripps Research and professor, Department of Immunology and Microbiology, at Scripps Research, who is co-senior author of the study.

The trial is a phase 1, randomized, double-blind and placebo-controlled study to evaluate the safety and effectiveness of a nanoparticle HIV vaccine in healthy adult volunteers without HIV. It was comprised of two groups with 18 vaccine and six placebo recipients per group, with 48 total enrollees. Participants were given two doses of the vaccine or placebo eight weeks apart.

McElrath acknowledged the groundbreaking work of her lab team, the biostatistical team and Fred Hutch’s Vaccine Trials Unit for their invaluable contributions to the study. The Vaccine Trials Unit conducts multiple vaccine trials and was one of only two sites for this study.

Findings from the study include:

• Vaccine-specific CD4 T cells were induced in almost all vaccine recipients.
• Lymph node GC T follicular helper cells increased after vaccination compared to placebo.
• Lumazine synthase protein, needed for self-assembly of the particle, also induced T-cell responses that can provide additional help to ultimately enhance efficacy in a sequential vaccine strategy.
• Vaccine-specific CD4 T cells were polyfunctional and had diverse phenotypes.
• LumSyn-specific CD8 T cells were highly polyfunctional and had a predominantly effector memory phenotype.
• CD4 T-cell responses were driven by immunodominant epitopes with diverse and promiscuous HLA restriction.
• CD8 T-cell responses to LumSyn were driven by HLA-A*02-restricted immunodominant epitopes B- and T-cell responses correlated within but not between LN and peripheral blood compartments.

This study was funded by the Bill & Melinda Gates Foundation Collaboration for AIDS Vaccine Discovery; IAVI Neutralizing Antibody Center; National Institute of Allergy and Infectious Diseases; and Ragon Institute of MGH, MIT and Harvard.
