A fungus that recently evolved to infect humans is spreading rapidly in health care facilities in the United States and becoming harder to treat, a study from the U.S. Centers for Disease Control and Prevention finds.

Candida auris infections were first detected in the United States in 2013. Each year since, the number of people of infected — though still small — has increased dramatically. In 2016, the fungus sickened 53 people. In 2021, the deadly fungus infected 1,471 people, nearly twice the 756 cases from the year before, researchers report March 21 in Annals of Internal Medicine. What’s more, the team found, the fungus is becoming resistant to antifungal drugs.

The rise of cases and antifungal resistance is “concerning,” says microbiologist and immunologist Arturo Casadevall, who studies fungal infections. “You worry because [the study] is telling you what could be a harbinger of things to come.” Casadevall, of Johns Hopkins Bloomberg School of Public Health, was not involved in the CDC study.

In tests of people at high risk of infection, researchers also found 4,041 individuals who carried the fungus in 2021 but were not sick at the time. A small percentage of carriers may later get sick from the fungus, says Meghan Lyman, a medical epidemiologist in the CDC’s Mycotic Diseases Branch in Atlanta, possibly developing bloodstream infections that carry a high risk of death.

Starting in 2012, C. auris infections popped up suddenly in hospitals on three continents, probably evolving to grow at human body temperature as a result of climate change (SN: 7/26/19). The fungus, typically detected through blood or urine tests, usually infects people in health care settings such as hospitals, rehabilitation facilities and long-term care homes. Because people who get infected are often already sick, it can be hard to tell whether symptoms such as fevers are from the existing illness or an infection.

Those most at risk of infection include people who are ill; those who have catheters, breathing or feeding tubes or other invasive medical devices; and those who have repeated or long stays in health care facilities. Healthy people are usually not infected but can spread the fungus to others by contact with contaminated surfaces, including gowns and gloves worn by health care workers, Lyman says.

Swiss bank rescue threatens Western bond market – Bloomberg

The merger between Switzerland’s two largest lenders, the embattled Credit Suisse and UBS, could have a negative impact on the entire Western bond market, Bloomberg reported on Monday, citing analysts.

UBS agreed on Sunday to acquire its rival, which was on the brink of insolvency due to the loss of investor and customer confidence, for 3 billion Swiss francs ($3.24 billion) in stock. The deal, brokered by the Swiss authorities, came with a 9-billion-franc government guarantee for potential losses from Credit Suisse assets and 100 billion francs in liquidity assistance from Switzerland’s central bank.

However, as part of the deal, Swiss financial market regulator FINMA ordered Credit Suisse to write down to zero some 16 billion Swiss francs ($17.24 billion) of its Additional Tier 1 (AT1) bonds, with the aim of bolstering the bank’s capital and resolving its liquidity problems.

AT1 bonds are a riskier form of bank debt, which were created in the wake of the global financial crisis of 2008, and represent a type of junior debt that allows banks to transfer risks to investors instead of taxpayers in cases of financial difficulties. Investors find them attractive as they pay higher interest due to the fact that they carry more risk than regular bonds.

While bondholders will be left with nothing, Credit Suisse shareholders will receive $3.23 billion under the UBS deal, despite the fact that bonds traditionally stand above equities in the banking hierarchy. The situation has angered bondholders, Bloomberg reports, as they now fear the authorities in other countries may follow the Swiss government’s lead.

“It’s stunning and hard to understand how they can reverse the hierarchy between AT1 holders and shareholders… Wiping out AT1 holders while paying substantial amounts to shareholders goes against all the resolution principles and rules that were agreed internationally after 2008,” Jerome Legras, the head of research at Axiom Alternative Investments, an investor in Credit Suisse’s AT1 debt, has said.

“This just makes no sense… Shareholders should get zero… it’s crystal clear that AT1s are senior to stocks,” Patrik Kauffmann, a fixed-income portfolio manager at Aquila Asset Management, who also holds the bonds, told Bloomberg.

Some analysts, however, argue that the write-off of the bonds is a logical step, as this is part of the reason they were created – as a way to impose losses on creditors instead of taxpayers in case of bank failures. Overall, experts predict that either the AT1 market will soon be closed for new issuance, or the bonds will surge in price because of the extra risk displayed by the Credit Suisse rescue merger.

Having earlier issued his first veto since taking office, rejecting a bill that would have reversed a Labor Department rule on ESG investing, President Biden signed a bipartisan bill late on Monday that directs the federal government to declassify as much intelligence as possible about the origins of COVID-19.

His signature follows both the House and Senate unanimously approving of the measure, a rare moment of overwhelming bipartisan consensus.

The vote tallies meant that the measure would likely have survived a presidential veto had Biden opted to withhold his signature.

Biden, in a statement, said he was pleased to sign the legislation.

“My Administration will continue to review all classified information relating to COVID–19’s origins, including potential links to the Wuhan Institute of Virology,” he said.

“In implementing this legislation, my administration will declassify and share as much of that information as possible, consistent with my constitutional authority to protect against the disclosure of information that would harm national security.”

Of particular interest to freedom-loving Americans who were tyrannized, censored, banned, and deplatformed for even daring to mention it, is the small matter of whether the virus leaked from the Level 4 Virus Lab at the Wuhan Institute of Virology (or instead, as The Atlantic proclaimed recently, a sick pangolin fucked a raccoon dog and coughed in someone’s bat soup in a wet market.

The Department of Energy and other federal agents such as the FBI have increasingly backed a lab leak as the likely origin of the virus, while some lawmakers have even suggested Beijing may have deliberately allowed it to spread.

Swiss bank shares crater after merger

The shares of Switzerland’s two largest investment banks, UBS and Credit Suisse, tumbled on Monday as their weekend merger failed to calm growing fears over the state of the global financial system.

UBS shares were down 5% at 11:20 GMT, having regained some of their losses after plunging 10% in early trading. Credit Suisse shares collapsed by 60%.

The pan-European Stoxx 600 banking index was down nearly 1.8% around the same time, with the shares of German banking giants Deutsche Bank and Commerzbank dropping over 3%. France’s BNP Paribas saw shares fall 3.7%, while major banks such as ING, Societe Generale and Barclays all lost over 2.7%.

UBS agreed to acquire its failing rival for 3 billion Swiss francs ($3.24 billion) in stock on Sunday, in a deal brokered by the Swiss authorities. Following the news, analysts warned that the rescue acquisition threatened to distract UBS management and damage returns, despite a 9 billion-franc government guarantee for potential losses from Credit Suisse assets and 100 billion francs in liquidity from Switzerland’s central bank.

“UBS has traditionally operated a high returning, high quality, stable franchise. The acquisition of Credit Suisse throws much of this into question, in our view,” analysts at Keefe, Bruyette & Woods told the Financial Times.

While the merger may well turn UBS into the world’s largest wealth manager, with more than $5 trillion in total invested assets, there are still concerns about the health of the Credit Suisse assets it has acquired.

“One issue is that the reported price of $3.24 billion equates to approximately 4% of book value, and about 10% of Credit Suisse’s market value at the start of the year. This suggests that a substantial part of Credit Suisse’s $570 billion assets may be either impaired or perceived as being at risk of becoming impaired. This could set in train renewed jitters about the health of banks,” Neil Shearing, group chief economist at Capital Economics, told CNBC.

Investors are also concerned about the write-off of $17 billion worth of Credit Suisse’s AT1 bonds, which was part of the merger deal. The move angered many debt-holders, who have been left empty-handed, and revealed yet another banking sector risk.

Experts say investors are concerned about the long-term benefits of the merger and the outlook for other banks in Switzerland, which has previously been viewed as a role model of sound banking.

The SWIFT System And Why It Is Important On The Overall Economy Of The Nations

The Bank of Russia has forbidden Russian financial institutions to use the SWIFT messaging system for transactions inside the country, the regulator announced on Monday.

Starting from October, Russian banks will be obliged to only use domestic services for transferring messages on financial transactions. The use of SWIFT will be allowed only for international payments.

“This will ensure reliability, continuity and security of data exchange when conducting intra-Russian transactions,” the regulator said in a statement.

Information on such transactions will now need to be transmitted through the Bank of Russia’s own banking systems, services of third-party Russian companies, or through the Bank of Russia’s own financial messaging system, SPFS.

The SPFS was created by the regulator in 2018 as a substitute for SWIFT on the domestic market. While its coverage is still much smaller than that of SWIFT – which boasts 11,000 financial organizations globally – the spread of SPFS has been gaining momentum in recent months. In February, the Russian Central Bank announced that SPFS now has 469 participants, including 115 foreign entities from 14 nations.

Russia was forced to start seeking alternatives to SWIFT in dealing with foreign partners last year, after some of the country’s largest banks were disconnected from the system as part of Western sanctions.

At present, ten Russian banks are disconnected from SWIFT, including Sberbank, VTB, Otkrytie, Rosselkhozbank, Novikombank, Promsvyazbank, Rossiya, Sovcombank, VEB.RF, and MKB. Banks which have not been disconnected but are under blocking sanctions from Western countries may also face difficulties using the system.

Asian leader says Putin warrant could spark nuclear war

The issuance of an arrest warrant for Russian President Vladimir Putin by the International Criminal Court (ICC) could lead to nuclear war, as well as creating other implications globally, Cambodian Prime Minister Hun Sen has warned.

The warrant has only sowed further division in the world, potentially jeopardizing diplomatic efforts to reach a settlement of the conflict between Russia and Ukraine, which has been raging for over a year already, the PM believes.

“This ICC warrant to arrest Putin will complicate efforts to find a peaceful solution to the conflict between Ukraine and Russia, especially before [Chinese] President Xi Jinping’s visit to Moscow during which he is expected to mediate for peace,” the PM said in a social media statement on Sunday.

The warrant also poses a threat to international efforts in other spheres, namely tackling “global issues such as climate change and diseases,” the Cambodian leader said. Moreover, the ICC move has sharply increased the risk of events spiraling into a nuclear exchange in Europe, the PM warned.

“Will Putin agree to be arrested without confrontation? If the ICC tries to arrest him, would the Russian authorities be willing to allow this to happen easily?” he said, noting that while the ICC currently has 123 member states, a number of major countries, such as the United States, Russia, India and China do not recognize it, while the body itself has no authority to arrest any suspects without the cooperation of national governments.

The ICC issued an arrest warrant for the Russian president and the presidential commissioner for children’s rights, Maria Lvova-Belova, on Friday. The court alleged that the two were involved in the “unlawful deportation” of children “from occupied areas of Ukraine to the Russian Federation.”

Moscow has called the charges unacceptable, with Kremlin spokesman Dmitry Peskov saying that the warrants are “null and void from the legal standpoint,” and that the court’s jurisdiction is not recognized in Russia. The Russian Investigative Committee has launched a criminal case of its own against the ICC prosecutor and judges, describing their decision as “obviously illegal, since there are no grounds for criminal liability.”

Moscow is “determined to continue building a strategic partnership” with African nations, Russian President Vladimir Putin has said, expressing confidence that the continent is set to become one of the leaders of the emerging multipolar world.

The president made the remarks at the International Parliamentary Conference ‘Russia – Africa in a Multipolar World,’ which kicked off in Moscow on Monday and brought together representatives of some 40 nations. The conference comes ahead of the second Russia-Africa summit, which is scheduled to take place in St. Petersburg in July.

“African nations are continuously increasing their weight and role in international affairs, and are asserting themselves more and more confidently in politics and economy. We are convinced that Africa will become one of the leaders in the emerging new multipolar world order – all objective prerequisites for this exist,” Putin stated.

Russia and African nations stand together against “the neo-colonial ideology” imposed by certain powers in the world, Putin went on. “Many states of Asia, the Middle East, and South America stand on similar positions, and together we make up the world majority,” he added.

According to a CDC report, Babesiosis is an emerging zoonotic tickborne parasitic disease in the United States and occurs primarily in the Northeast and Midwest.

During 2011-2019, U.S. babesiosis incidence significantly increased in northeastern states. Three states (Maine, New Hampshire, and Vermont) that were not considered to have endemic babesiosis had significantly increasing incidences and reported case counts similar to or higher than those in the seven states with known endemic transmission.

Babesiosis is a tickborne disease caused by intraerythrocytic Babesia parasites.

In the United States, most babesiosis cases are caused by Babesia microti, transmitted from bites of blacklegged ticks, Ixodes scapularis, in northeastern and midwestern states. Transmission can also occur through blood transfusions, transplantation of organs from infected donors, or congenital (mother-to-child) transmission (1). Babesia infection can be asymptomatic or cause mild to severe illness that can be fatal.

Overall, U.S. tickborne disease cases have increased 25%, from 40,795 reported in 2011 to 50,856 in 2019 (2). Babesiosis trends were assessed in 10 states* where babesiosis was reportable during 2011-2019. Incidence increased significantly in Connecticut, Maine, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, and Vermont (p<0.001), with the largest increases reported in Vermont (1,602%, from two to 34 cases), Maine (1,422%, from nine to 138), New Hampshire (372%, from 13 to 78), and Connecticut (338%, from 74 to 328). Unlike the other seven states, Maine, New Hampshire, and Vermont, were not included as states with endemic disease in previous CDC babesiosis surveillance summaries.

These three states should now be considered to have endemic transmission comparable to that in other high-incidence states; they have consistently identified newly acquired cases every year during 2011-2019 and documented presence of Babesia microti in the associated tick vector (3). Because incidence in Northeastern states, including Maine, New Hampshire, and Vermont, is increasing, tick prevention messaging, provider education, and awareness of infection risk among travelers to these states should be emphasized.

Babesiosis can cause illness ranging from asymptomatic or mild to severe; the disease can be fatal, particularly among persons who are immunocompromised or asplenic. Common symptoms include fever, muscle and joint pain, and headache.

In certain patients, severe complications can occur, including thrombocytopenia, renal failure, and acute respiratory distress syndrome. Babesiosis can be treated using a combination of antimicrobial medications, such as azithromycin and atovaquone.

The first case of human babesiosis acquired in the United States was identified in 1969 on Nantucket Island, Massachusetts. In 2011, babesiosis became a nationally notifiable condition. Where babesiosis is reportable, cases are reported to CDC by state health departments. Until now, CDC considered babesiosis to be endemic in seven states: Connecticut, Massachusetts, Minnesota, New Jersey, New York, Rhode Island, and Wisconsin.

In 2019, the U.S. Food and Drug Administration (FDA) recommended screening blood donations for Babesia in states where residents were considered to be at high risk for Babesia infection. As a result, FDA recommended blood donation screening in the following 15 states or jurisdictions: Connecticut, Delaware, Maine, Maryland, Massachusetts, Minnesota, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, Virginia, Wisconsin, and the District of Columbia.

Previous studies have examined babesiosis transmission and found increasing case counts or rates in particular geographic areas, such as New York (7) in previous years (2011-2015) (4) and among specific populations, such as those enrolled in Medicare (8). The current study identifies trends in babesiosis in the United States during 2011-2019 and highlights establishment of endemic transmission in new geographic areas. Tracking babesiosis transmission over time provides important data to monitor the transmission risk in areas with and without endemic disease.

Steps can be taken to reduce the risk for babesiosis and other tickborne infections. The use of prevention measures is especially important for people at increased risk for severe babesiosis (for example, people who do not have a spleen). Avoiding exposure to tick habitats is the best defense.
